報告書案では運賃について「セールはルール上問題ないが、頻繁に行うことで、利用者が期待する運賃（水準）を下げることになり、費用上昇局面では持続可能性の観点から好ましいと言えない」などと指摘。
実際に購入された実勢運賃の動向から、公正な競争を妨げる不当な運賃設定がないかを監視する。
航空局は運賃監視のほか、航空大手から中堅4社への出資を実質20％に制限してきた規制も6月中に廃止する。
複数社が乗り入れる路線の便数調整や共同運航は、離島など生活や経済活動に不可欠な路線で独占禁止法の適用除外となる解釈も示した。【中島昭浩】
