MLB Commissioner Manfred fears salary cap proposal could reignite 1994-95 strike

롭 맨프레드 미국프로야구 메이저리그(MLB) 커미셔너가 구단주들의 '샐러리캡'(팀 연봉 총액 상한제) 도입 제안이 1994∼1995년 벌어졌던 파업 사태를 다시 불러올 수 있다고 우려를 표했다.

맨프레드 커미셔너는 4일(한국시간) 구단주 총회 중 열린 기자회견에서 '선수 노조의 반발로 1994년과 같은 사태가 반복될까 우려되는가' 라는 질문에 "당연히 그렇다"고 답했다.

앞서 MLB 구단주들은 1994년 이후 처음으로 샐러리캡을 도입하자고 제안했다.

32년 전 샐러리캡 도입을 둘러싼 노사 갈등은 7개월 반에 걸친 장기 파업으로 이어졌고, 90년 만에 처음으로 월드시리즈가 취소되는 초유의 사태를 낳았다.

1994년 당시 사측 교섭팀 변호사였던 맨프레드 커미셔너는 누구보다 그 파장을 잘 알고 있으나 구단주들은 제도의 필요성을 역설하고 있다.

선수 노조 역시 이번 제안에 끝까지 투쟁하겠다는 입장이다.

구단주들이 파업 위험을 감수하면서까지 샐러리캡 카드를 꺼내 든 이유는 2003년부터 시행된 현행 '경쟁균형세'(부유세) 제도가 전력 불균형 해소에 실패했다는 판단 때문이다.

맨프레드 커미셔너는 "여러 차례 단체 교섭을 통해 부유세로 경쟁 문제를 해결하려 노력했지만, 실패했음을 인정해야 할 때가 있다"고 말했다.

실제로 최근 부유세 한도를 초과하는 구단이 급증했다.

지난해 로스앤젤레스(LA) 다저스가 1억6천940만달러의 벌금을 무는 등 MLB 전체 부유세 징수액은 2022년 7천850만달러에서 2025년 4억260만 달러로 치솟았다.

Mancfred Commissioner pointed out that "the increasing number of teams paying taxes means that the luxury tax is not acting as a 'speed bump' to prevent competitive imbalance."

현재 MLB 노사의 단체협약(CBA)은 올해 12월 1일 만료된다.

양측이 합의점을 찾지 못해 사측이 직장폐쇄 카드를 꺼낼 경우 자유계약선수(FA) 계약과 트레이드 등 스토브리그 업무가 전면 중단된다.

사측은 2027년 지출 한도를 2억4천530만 달러로 제한하고, 최소 연봉 하한선을 1억7천120만 달러로 설정하는 안을 추진 중이다.

반면 선수들은 FA 및 연봉조정신청 권리 확대, 최저 연봉 대폭 인상을 요구하고 있다.

이러한 노사 간의 대립은 2028 LA 올림픽 야구 종목에도 불똥이 튈 전망이다.

Mancfred Commissioner expressed hope that a decision on the participation of major leaguers in the LA Olympics would be made before the labor negotiations are concluded.

He emphasized, "I hope the players' union is considering the Olympic issue separately," adding, "We cannot postpone the commitment to participate in the Olympics until the collective bargaining agreement is signed."

However, Bruce Meyer, the representative of the players' union, warned, "If a strike or lockout that cancels regular season games occurs, there could be disruptions to the Olympic participation plans as well," foreshadowing a tense standoff.

Furthermore, Commissioner Manfred added that discussions on additional expansion would be suspended until the CBA is concluded.

Cities that have shown interest in expansion include Charlotte, North Carolina; Nashville, Tennessee; Portland, Oregon; Sacramento, California; Salt Lake City, Utah; and Montreal, Quebec, Canada. MLB is considering adding two more teams to create a 32-team league.
