The SCMP learned that the missing man entered the water at around 6.12am but did not return to shore.
Marine police searched the area while Fire Services Department divers also entered the water to look for him.
The forecaster said that more than 30mm of rain was recorded in most parts of the city, while rainfall in some areas of Lantau and Sai Kung exceeded 50mm - the threshold of a red rainstorm warning.
