Trump Orders End to Federal Funding for Gender-Affirming Care for Minors

US President Donald Trump has ordered an end to federal funding for so-called “gender-affirming care” for minors through two major government healthcare programs.

The move comes amid a broader rollback of transgender-related policies introduced under previous administrations.

The new restrictions will apply to Medicaid, a joint federal-state health insurance program primarily serving low-income Americans, and the Children’s Health Insurance Program (CHIP), which covers children whose families do not qualify for Medicaid but may struggle to afford private insurance.

“We are not going to pay for our innocent children to undergo these barbaric surgeries and practices, which result in unthinkable and irreversible harm to their young bodies,” Trump wrote on Truth Social on Tuesday.

The restrictions are due to take effect on October 13 and will cover puberty blockers, cross-sex hormones, and surgical procedures. Children already receiving hormone therapy will be allowed a tapering-off period of up to six months, while federal coverage for mental-health services will remain in place.

Individual states will still be able to use their own funds to pay for the treatments.

The Centers for Medicare and Medicaid Services (CMS) said the decision followed a review by the Department of Health and Human Services that found significant gaps in evidence supporting medical gender transition for minors and raised concerns about potentially irreversible effects.

“Children deserve our protection, not experimental interventions that pose serious risks and convey no proven benefits,” CMS Administrator Mehmet Oz said, arguing that ending federal funding would save taxpayer money and protect minors from potentially irreversible harm.

The agency said the procedures could carry risks including infertility, impaired sexual function, and reduced bone density. It also pointed to changing medical guidance, including the American Society of Plastic Surgeons and the UK’s Cass Review, which have raised concerns about limited evidence of benefit in minors and possible risks outweighing perceived advantages.

The move is part of a broader rollback of transgender-related policies since Trump returned to office. His administration has moved to restrict medical transition procedures for minors, bar transgender athletes from competing in women’s sports, and restrict people with gender dysphoria from serving in the US military.

At least 27 US states have already enacted restrictions on gender-transition treatment for minors, while several major hospitals have stopped offering some such procedures amid legal challenges, funding pressure, and changing medical guidance.
