The bill’s authors are Democrats Tim Kaine (Virginia), Chris Coons (Delaware), Sheldon Whitehouse (Rhode Island), and Republicans John Cornyn (Texas), Roger Wicker (Mississippi), and Chuck Grassley (Iowa).
