Xi Jinping's Visit to Pyongyang Tests China's Influence Amid Russia's Growing Role

Chinese President Xi Jinping's visit to Pyongyang, starting Monday, aims to bolster ties with North Korea amid its deepening alliance with Russia. This two-day trip, Xi's first to North Korea in nearly seven years, will focus on strengthening military cooperation and potentially discussing China's stance on North Korea's nuclear program.

In a state newspaper commentary, Xi pledged "unwavering" friendship and deeper bilateral cooperation. Analysts suggest North Korea seeks economic concessions and possibly China's tacit acknowledgment of its nuclear status, a stance Russia is believed to have privately accepted. However, China has historically opposed North Korea's nuclear tests, making its current position ambiguous.

North Korea's enhanced leverage, due to its military involvement in Ukraine and nuclear advancements, allows it to press for more from China. Xi's visit also reflects Beijing's effort to counterbalance Russian influence, as North Korea has forged closer ties with Moscow, including deploying troops to Ukraine.

The trip is Xi's first overseas visit this year, signaling the importance Beijing attaches to the relationship. China may also seek North Korea's alignment on Taiwan and push back against Japan's defense posture. Managing escalation risks on the Korean peninsula is a core objective.

Ahead of the visit, North Korea unveiled a new uranium enrichment facility, with Kim Jong Un announcing plans to rapidly expand nuclear forces. Some analysts believe Xi may carry a message from the U.S. President, though North Korea insists on dropping denuclearization preconditions for talks.
