Robert Floyd said both the US and Russia threatened to resume testing late last year, with Trump accusing both countries of conducting tests and instructing the Defense Department to start testing on an equal basis. The CTBT, adopted in 1996, has not entered into force because nine of 44 required countries have not ratified it, including the US, China, Iran, Egypt and Israel.
