国家药监局药品监管司综合处副处长 林长庆：尤其是平台企业要对入驻商家的资质进行审核，对平台上的信息展示进行检查，对平台上发生的经营行为进行管理。平台发现违法违规行为的应立即制止，并及时地报告县级药品监督管理部门，发现严重违法行为的，应立即停止提供药品网络交易服务。
相关统计显示，我国药品网上零售规模2024年突破700亿元，2025年突破800亿元。针对当前网络售卖处方药存在“不凭处方销售”“处方药信息展示不当”等漏洞，新发布的合规指南，依据我国相关法律法规，明确提出要求：
网售处方药必须凭真实处方、实名制销售，严禁AI替代审方、重复使用处方，审方数量控制在合理范围；
不得引导消费者过度使用药品或不合理使用药品；
未成年人购处方药时，应向其警示用药安全风险，必要时进行拦截等。
北京医院药学部主任医师 胡欣：新发布的合规指南是为了进一步强调处方药必须凭处方销售，其目的是进一步加强患者的用药安全，凭处方销售药是国际上一个通用的管理规定，合规指南更加强调了线上和线下处方药销售的一致性。
国家药监局药品监管司副司长 郑伟：合规指南明确处方药网络零售需要遵循“凭处方、严审核、可追溯、控风险”的核心要求，从源头防控风险，在严守药品质量安全底线的基础上，促进药品网络销售行业健康可持续发展。
