If appointed as scheduled, Kim would be responsible for overseeing consular affairs for nearly 150,000 Koreans residing in New York state.

Concerns about cronyism in the Lee administration's diplomatic reshuffle arose even before Kim's reported nomination. In March, former Ministry of Health and Welfare official Lee Kyung-eun was tapped as consul general in Houston. Like Kim, she lacks diplomatic experience. She began her career as a civil servant in the mid-1990s after passing the higher civil service examination and spent most of her career in the welfare ministry. In 2017, she left public service to establish a nonprofit organization supporting adoptees. Unlike Kim, controversy surrounding Lee's nomination stems not only from her qualifications but also her family ties. Her husband is National Tax Service Commissioner Lim Kwang-hyun, and her younger brother served as President Lee's lawyer in the controversial Daejang-dong land development scandal. Given her lack of diplomatic experience, critics have speculated that these connections may have played a role in her appointment.

The Houston consulate has become increasingly significant as a hub for Korea's energy interests. SK E&S utilizes the Freeport LNG terminal near Houston to secure shale gas, while a subsidiary of Hanwha is headquartered in the city. With nearly 35,000 Koreans residing in Houston, demand for consular services is both growing and diversifying.

Further controversy surrounds Cha Ji-hoon, Korea's ambassador to the United Nations, who also previously served as President Lee's lawyer during his tenure as mayor of Seongnam. He has faced criticism over his qualifications, including concerns about language proficiency.

The Korea-U.S. alliance has shown signs of strain since the beginning of the Lee administration in June last year. It has been tested by tariff negotiations and more recently by the outbreak of conflict in Iran. In such a critical context, Korea's diplomatic missions in the United States must play a constructive role in strengthening bilateral relations and minimizing misunderstandings between the two governments.
