立法院教育委員會今（11）日審查學貸三法修正案和營養午餐相關修法，民進黨立委吳思瑤今日在立法院教育委員會痛批國民黨立委「丟包」民進黨立委的相關提案，國民黨召委羅廷瑋只排國民黨立委提案，卻不審國科會等年度預算，「連預算書第一頁都沒有翻開」，質疑教文會今日如逐條通過修法，硬增加教育部638億「買單」，是藍委違憲修法，國家會垮。
吳思瑤直批，憲法規定行政和立法分權，但藍委把立法院當成行政院在做，如果照藍委的修法，學貸三法加上營養午餐，要教育部再生出638億元買單，包括增加學貸預算500億、增加營養午餐預算138億，但學貸部分，教育部早就在照顧學生，今年8月起更擴大照顧，營養午餐在財劃法之後，全國各地方政府都因為增加財源而已宣布免費。
吳思瑤痛批藍委硬修財劃法，已讓中央少了4千多億、教育部少了8百多億，竟然還要透過修法增加教育部預算，立委修法後，教育部要從那裡生出錢？質疑藍委違憲修法，國家會垮。
羅廷瑋不否認丟包民進黨立委提案，他表示，民進黨之前也丟包國民黨立委的提案。
