立法院教育委員會今(11)日審查學貸三法修正案和營養午餐相關修法,民進黨立委吳思瑤今日在立法院教育委員會痛批國民黨立委「丟包」民進黨立委的相關提案,國民黨召委羅廷瑋只排國民黨立委提案,卻不審國科會等年度預算,「連預算書第一頁都沒有翻開」,質疑教文會今日如逐條通過修法,硬增加教育部638億「買單」,是藍委違憲修法,國家會垮。
吳思瑤直批,憲法規定行政和立法分權,但藍委把立法院當成行政院在做,如果照藍委的修法,學貸三法加上營養午餐,要教育部再生出638億元買單,包括增加學貸預算500億、增加營養午餐預算138億,但學貸部分,教育部早就在照顧學生,今年8月起更擴大照顧,營養午餐在財劃法之後,全國各地方政府都因為增加財源而已宣布免費。
吳思瑤痛批藍委硬修財劃法,已讓中央少了4千多億、教育部少了8百多億,竟然還要透過修法增加教育部預算,立委修法後,教育部要從那裡生出錢?質疑藍委違憲修法,國家會垮。
羅廷瑋不否認丟包民進黨立委提案,他表示,民進黨之前也丟包國民黨立委的提案。
