他說，宜蘭在全國無人載具的產業戰略布局中，具有非常獨特優勢，除宜大城南校區及蘇澳港第一港埠外，未來還將新增空域及海域做為測試用，是台灣少有同時具有空海域測試地點的縣市。
陳金德說，宜大無人機暨智慧農業碩士學程及無人機應用研究中心，在過去幾年打下基礎，未來將在教育部及工研院的協助下，轉型為「無人載具及人工智慧研究所」及「無人載具研發實驗室」，可銜接正在發展中的無人載具、機器人及人工智慧協作的研發與產業需求。
宜大校長陳威戎說，未來設置研究所及實驗工廠後，將可擴大研究範圍，並與工研院緊密交流，深化宜大在無人載具研發及應用領域上的貢獻，成為無人載具國家隊中的重要一員。
