Residents of Kargil in Ladakh have expressed strong opposition to the creation of five new districts in the Union Territory, alleging the move is a calculated attempt to fragment the unified democratic and statehood movement. The reorganization results in five Buddhist-majority districts and only two Muslim-majority districts, which residents say is skewed considering the 2011 census shows 46.40% Muslim and 39.65% Buddhist population. Lieutenant Governor Vinai Kumar Saxena approved the creation of Nubra, Sham, Changthang, Zanskar and Drass districts on April 27, bringing Ladakh from two to seven districts.
