重庆市气象防御专委(重庆市气象局)发布的《重要气象信息专报》显示，此轮持续性降雨天气过程累计雨量局地可达220至240毫米，最大小时雨量50至80毫米。本轮降雨持续时间长，夜间降雨明显，短时降雨偏强，单日落区不稳定，部分地区因前期强降雨导致土壤含水量趋于饱和，中小河流洪水、山洪、内涝和工程险情易发风险高。
按照《重庆市防汛抗旱应急预案》，经会商研判，重庆市防汛抗旱指挥部决定对綦江区、江津区、巴南区、万盛经开区、南川区、垫江县、梁平区、涪陵区、黔江区、武隆区、丰都县、石柱县、彭水县、酉阳县等14个区县启动市级防汛四级应急响应。
5月23日3时至9时，渝西部分区县已降暴雨。据重庆市水文监测总站监测，重庆巴南区已有中小河流超警。根据气象部门预测，黔江区、涪陵区、巴南区、江津区、南川区、綦江区、梁平区、武隆区、丰都县、垫江县、石柱县、酉阳县、彭水县、万盛经开区等区县仍有大到暴雨。重庆市水利局针对黔江区、涪陵区、巴南区、江津区、南川区、綦江区、梁平区、武隆区、丰都县、垫江县、石柱县、酉阳县、彭水县、万盛经开区等14个区县已启动水旱灾害防御Ⅳ级应急响应。
