The raid marks a new development in the ongoing investigation into ballot shortages reported on Election Day, as intentional data manipulation would constitute a far more serious crime than simple negligence on the part of election management officials.

Prosecutors and investigators on a prosecution-police task force executed a search and seizure warrant at the NEC office in Gwacheon, just south of Seoul, as well as at its local branches in Seoul's Songpa, Gangnam and Seocho wards, all of which reported ballot shortages on Election Day.

The task force said it detected evidence that some watchdog employees manipulated statistics in their computer system without reporting to their superiors to cover up errors in voter turnout rates on Election Day.

Under the current system, the NEC discloses voter turnout every hour on Election Day based on numbers reported by election management workers at each polling station.

In the event an incorrect number is inputted, a revision is made by reporting the error to the overseeing authority and receiving approval for the change.

However, the task force suspects the employees in question skipped the reporting process and changed the numbers arbitrarily such that if a polling station erroneously inputted 1,000 voters instead of 100, the difference of 900 was allocated evenly across nine other polling stations until the actual turnout at those nine matched the higher number.

The ballot shortage issue has been highly controversial as it forced some voters to turn back without casting their ballots on Election Day.

The task force was formed June 9 at the orders of President Lee Jae Myung, and it has since raided the NEC to secure evidence while also questioning election officials to try to determine how the unprecedented event came about.

In the investigation process, it reportedly discovered messages suggesting NEC employees colluded to fix the voter numbers.
