针对这些问题，最新出台的《推进生态综合补偿实施方案》提出，将统筹推进大江大河生态保护补偿机制建设，落实国家公园生态保护补偿政策。同时，要加大对生态保护主体的帮扶力度，充分利用对口协作、对口支援、定点帮扶等机制，完善促进生态保护重点区域群众增收的支持政策和帮扶措施。强化生态脆弱欠发达地区生态保护补偿。合理确定生态管护岗位规模、人均管护面积和补贴标准。
我国将探索建立生态保护补偿基金
目前，我国生态保护补偿资金仍以各级财政投入为主，针对资金来源结构相对单一的问题，《推进生态综合补偿实施方案》还提出了将探索建立生态保护补偿基金。
魏东：探索通过生态保护补偿基金的方式，来拓宽补偿资金渠道，构建政府主导、社会参与、市场调节的补偿格局，让生态保护者和贡献者持续得到实惠。
