The draft document reflected an attempt to find "common ground" across the three main pillars of the NPT: nuclear disarmament, non-proliferation, and the peaceful uses of nuclear energy, the chairman noted, adding that he had presented four versions of the draft final document revised to take into account the wishes of the participating states.
"The document before you is a genuine attempt to find common ground. <…> However, it is my understanding that the conference is not in a position to achieve agreement on its substantive work," Do Hung Viet said.
