The Federation Council proposed using the public-private partnership (PPP) mechanism to develop the national digital transport and logistics platform of the Russian Federation “GosLog”.
The authors of the bill believe that the implementation of PPP will attract private investment and technological competencies, prevent the obsolescence of technologies and ensure the technological sovereignty of the Russian transport and logistics complex.
The bill also provides for the possibility of including information about branches and representative offices of foreign legal entities in the register of freight forwarders.

The Federation Council proposed using the mechanism of public-private partnership (PPP) for the development of the national digital transport and logistics platform of the Russian Federation "GosLog" (NCTLP "GosLog"), the corresponding bill has been sent to the government for review.
The Ministry of Transport previously noted that the platform is being created as a state information system that defines uniform standards of digital interaction for all participants in transport and logistics activities and government bodies.
Amendments to the law “On transport and forwarding activities” were developed in order to increase the efficiency of implementation and use of budget funds in the creation and (or) development of the national platform of the Russian Federation “GosLog”, the explanatory note says. The authors of the project were the head of the economic committee of the Federation Council Andrei Kutepov and senator, former head of the Ministry of Transport Evgeniy Dietrich. “Currently, the possibility of creating, developing, and operating the GosLog NCTLP at the expense of extra-budgetary sources is not legally established. At the same time, the functionality (of the platform - ed.) ... taking into account the timing of the budget process and the budget deficit may negatively affect the achievement of the effects of the implementation of the GosLog NCTLP within the established time frame,” the explanatory note says.
The bill proposes to establish the possibility of attracting, by decision of the Government of the Russian Federation, other persons for the creation, development and operation of the GosLog NCTLP on the basis of a public-private partnership agreement or a concession agreement.
“The implementation of the creation, development and operation of the GosLog NCTLP on the basis of public-private partnership will ensure the attraction of private investment and technological competencies of national leaders in the field of information technology, will prevent obsolescence of the technologies being introduced, which will ensure the technological sovereignty of the transport and logistics complex of the Russian Federation to the maximum extent,” the authors believe.
At the same time, the regulatory role of the state in the functioning of the GosLog NCTLP as a state information system is preserved, and the exclusive rights to the results of intellectual activity and the ownership of the components that form the GosLog platform belong to the Russian Federation. The Russian Federation is also the owner of the information posted in the GosLog NCTLP.
The senators also draw attention to the fact that there is no possibility of full interaction between the federal body authorized to maintain a register of notifications on freight forwarding activities and forwarders in electronic form.
In addition, there is currently no possibility of including information about branches and representative offices of foreign legal entities included in the state register of accredited branches and representative offices of foreign legal entities in the register of freight forwarders.
“Thus, in fact, the activities of such persons on the territory of the Russian Federation are not allowed. At the same time, such branches and representative offices pay taxes in the Russian Federation,” the document says.
