The Guanyin Creek Main Line in Daxi District, a drainage area under the jurisdiction of Taoyuan City, has not been treated, and the overall flood drainage capacity has been hindered. The Water Affairs Bureau has completed the entire drainage treatment plan and land area lines, and has proposed the "Guanyin Creek Main Line Drainage Treatment Plan" with a 25-year flood control goal of not overflowing the embankment. It was approved and announced by the Ministry of Economic Affairs a few months ago, completing an important milestone. The initial estimated total funding is 254 million yuan, and it will seek budget subsidies from the central government based on the plan.
Director of Water Affairs Liu Zhenyu said today that in response to the challenges of heavy rainfall brought about by extreme climate, the Water Affairs Bureau continues to promote major river and regional drainage management plans within its jurisdiction. The Guanyin Creek main watershed is located in the middle reaches of Dahan River with a total length of 2.2 kilometers and a catchment area of 2.92 square kilometers. In November 2005, it was announced as a county-managed regional drainage. In response to the upgrade, it was announced in May 2017 that it was changed to a municipal-managed regional drainage. This plan establishes water regime data related to the Guanyin Creek trunk drainage system, and based on the topography, hydrology, human environment of the drainage catchment area and the causes of past floods, reviews the flood-carrying capacity of the drainage road and conducts a comprehensive review and analysis to determine planning and management policies.

He Jizhong, chief of the comprehensive planning section of the Water Bureau, said that the Guanyin River trunk line catchment area covers 4 miles of Yidili, Kang'anli, Yiheli and Fuanli in Daxi District. Among them, Yiheli accounts for the largest proportion, accounting for about 66.5% of the total catchment area. In the past, the main line of Guanyin Creek was affected by the narrowing of some river sections in the middle and upper reaches, and low dams and bridges, which hindered the overall flood drainage capacity. The team conducted professional hydrological surveys and scientific simulations, and formulated comprehensive water control policies such as widening, dredging, and improvement of water drop construction methods. After rigorous review by experts, it not only clearly defined the future engineering space, but also provided a basis for subsequent land acquisition and bank protection improvement projects.
He Jizhong said that the comprehensive water control countermeasures of this plan include improving bank protections, barrages and bridges. After the renovation project is completed, under the protection standard of no overflow of the embankment for 25 years, the risk of flood overflow causing large-scale flooding will be eliminated, allowing residents to reduce the threat of floods and reduce various financial losses.
Yiheli Mayor Jian Yuanchuan mentioned that the area for growing organic vegetables in Yiheli is about 20 hectares. In the past, Guanyin Creek overflowed its banks many times during heavy rains, causing flooding of farmland and damage to crops. Now that the central government has approved this water control plan, the local government is optimistic about its success.
