Six departments including the National Medical Insurance Administration, the Ministry of Finance, and the Ministry of Transport recently jointly issued a notice to launch a special campaign to improve the quality of basic medical insurance for flexible employment personnel, migrant workers, and people with new employment forms. It is planned to take about three years to continue to expand the scale of basic medical insurance for flexible employment and other groups, with a focus on increasing the number of employees participating in medical insurance.

The relevant person in charge of the National Medical Insurance Administration stated that because many migrant workers with flexible employment may pay employee medical insurance intermittently every year, the policy allows employees’ medical insurance payment years to be accumulated on a monthly basis, and scattered payment times are included in the employee medical insurance payment years. When the insured person reaches the legal retirement age and meets the prescribed payment years, he or she can enjoy retirement medical insurance benefits; if the payment period is insufficient, supplementary payments will be made up to the prescribed number of years in accordance with the relevant regulations of the coordinating area. All localities are encouraged to explore converting the number of years of continuous payment of residents’ medical insurance into the number of years of local employee medical insurance payment, and the conversion ratio is determined based on the local financing level.
According to regulations, when individuals participating in employee medical insurance handle the transfer and continuation of the medical insurance relationship, the payment years can be calculated cumulatively. All localities must not rigidly bundle employee medical insurance and retirement benefits with monthly basic pensions. Platform companies are encouraged to implement the employee medical insurance payment model of "individual payment + platform subsidy" for employees in the new employment form who receive stable orders. At the same time, localities are encouraged to include flexible employment personnel in the coverage of maternity insurance.
The policy stipulates that flexible employment personnel participate in employee medical insurance, support monthly payment, and explore flexible payment methods of quarterly, half-year, and full-year prepayment. Open up online and offline service channels, and encourage localities to set up medical insurance service stations based on local conditions to provide insurance consultation, payment guidance and other services. Promote the mutual use of personal accounts across provinces, support spouses, children, children, parents and other close relatives to share account funds, making it easier for everyone to purchase medical treatment, purchase insurance, and pay insurance premiums.
