On August 15, the "Ecological and Environmental Code of the People's Republic of China" was officially implemented, clarifying strict penalties for illegal modifications of motor vehicles, roaring and speeding, and other "street bombing" behaviors.

Only four days after the new regulations came into effect, the traffic control department in Jinhua, Zhejiang Province investigated and dealt with an illegal modification case that refused to rectify during the night rectification on the 19th. This is also the first license deduction ticket issued by Zhejiang Province for "street bombing and modification" after the implementation of the Ecological Environment Code.

In the early morning of August 19, the traffic management department of Jinhua Yiwu City carried out special rectification of nighttime traffic violations on key road sections in the jurisdiction and seized a motorcycle with obvious signs of modification in the exhaust pipe.

Further verification by the police found that the driver had been punished for modifying his motor vehicle on August 11, and his driver's license was still withheld. After being investigated and punished, Li Moumou not only failed to restore the vehicle to its original state as required, but instead drove the modified vehicle on the road again to "blow up the streets" with a sense of luck. According to the relevant provisions of the Ecological Environment Code of the People's Republic of China, which was officially implemented on August 15, Yiwu Traffic Police fined Li 1,500 yuan and detained his motor vehicle driving license for 6 months.

Wu Jianwei, deputy captain of the Traffic Management Brigade of Yiwu Public Security Bureau: In the past, in accordance with the "Road Traffic Safety Law of the People's Republic of China" and other relevant regulations, the maximum fine for illegally modifying the exhaust pipe was only 500 yuan. With the implementation of the Ecological and Environmental Code, driving a motor vehicle that has been modified without permission such as removing or damaging the muffler, installing an exhaust pipe, roaring, or speeding will result in a fine of 200 to 2,000 yuan and a temporary suspension of the motor vehicle driving license.

This time, the Ecological and Environmental Code includes motor vehicle noise pollution in the scope of ecological and environmental governance. The increase in the amount of penalties and the addition of measures to temporarily suspend driving licenses have greatly increased the illegal costs of "racing and bombing the streets".
