Liang Huiling, deputy secretary of the Heilongjiang Provincial Party Committee and governor, gave a panoramic interpretation of the "Heilongjiang Province's Fifteenth Five-Year Plan for National Economic and Social Development" (hereinafter referred to as the "Outline"), clearly laying out the construction drawings and mission statements for high-quality revitalization of Longjiang and the construction of a modern and powerful province in the next five years.
At the press conference, a five-year blueprint carrying the long-term development of Longjiang was slowly unfolded. Liang Huiling said that the "15th Five-Year Plan" is a key window period for Heilongjiang to regain its glory and achieve new results. Heilongjiang will firmly anchor the five national security strategic positionings, continue the solid achievements of the "14th Five-Year Plan" in terms of high grain production, aerospace science and technology innovation, and ice and snow out of the industry. Based on the historical position of inheriting the past and forging ahead, adhering to the original intention of people's livelihood as the foundation, Heilongjiang will transform the country's top-level designs into practical measures for Longjiang.
The "Outline" focuses on building a modern and powerful province, and Heilongjiang sets 26 core development indicators, anchoring the direction of innovation-driven, industrial upgrading, and green and low-carbon development based on key data such as R&D investment, digital economy, and ecological protection. From the vast black soil granary to the scientific innovation highlands in cold regions, from open ports along the border to the entire ecological barrier, the development path of Longjiang clearly focuses on five transformations and one progress.
