The controversy over Taipei Mayor Chiang Wanan's eldest son Chiang Deli's receiving a publicly funded exchange student continues to rage. Lawyer Huang Diying believes that Chiang Wanan has "not evaded the benefits" twice, which can be said to be a habitual offender who has used his privileges to the fullest.

Huang Diying mentioned that Chiang Wanan’s father’s signature field on the consent form of the Taipei City Education Bureau’s selection application form was signed by the name of “Chiang Wanan,” the mayor of the Education Bureau’s superior officer. How should the Education Bureau select fairly? Jiang Wanan has never practiced the benefit avoidance procedure in accordance with the law. Huang Diying continued to point out that Jiang Wanan, in particular, admitted that his son was an American citizen, but it occupied the scarce resources of only 25 places in the Beijing Municipal Education Bureau. If his American son returned to the United States, regardless of whether he received subsidies or not, it would exclude other outstanding students who were not American citizens and did not have a powerful background, which was even more unfair.

In addition, Huang Diying said that Jiang Wanan served as the honorary president of the Scout Association. The Central China Normal University where Jiang Wanan’s eldest son studied suddenly added the Scout project in the Mayor’s Award. When Jiang Wanan’s son received the Mayor’s Award, he also stated that he was not awarded because of his performance, but because of his long-term investment in Scouting activities and extracurricular performance, so he was recommended and recognized by the school.

Huang Diying questioned that "Honorary President of the Scout Association Jiang Wanan" did not shy away from awarding the "Scout Mayor Award" to his son, and the Mayor Award became a strong proof of his selection to study abroad in the Beijing Municipal Government. Huang Diying criticized this: "Jiang Wanan did not evade the second benefit, enjoyed his privileges and became a habitual offender, making him look ugly!"
