The wider ambition is to create a more connected, pedestrian-focused destination that supports International Drive’s hotels, restaurants, attractions, entertainment venues and businesses.

Orange County’s 2024 Pedestrian Movement Study recorded an average of 1,150 pedestrians at the intersection on weekdays, with numbers reaching 1,364 on the peak recorded day.

EB-5 infrastructure investment pathway

For international investors, however, Gateway 2040 also presents another proposition.

The project is being structured as an EB-5 infrastructure investment, with private capital intended to finance the design, permitting and construction of the Promenade. Qualifying infrastructure projects are eligible for the current $800,000 minimum EB-5 investment threshold and benefit from a dedicated 2 per cent annual visa set-aside for infrastructure projects.

The EB-5 programme provides qualifying investors, their spouses and eligible unmarried children under 21 with a pathway towards US lawful permanent residency, subject to investment, job creation, source-of-funds and individual immigration requirements.

Each investment must support the creation of at least ten full-time US jobs per investor. Gateway 2040 is expected to generate employment across engineering, surveying, construction, landscape architecture and skilled trades, with a full economic analysis to quantify job creation against the EB-5 threshold.
