Hanoi Phu Le declared that he did not know the ingredients, uses and had never used the physiological enhancement product Loramen, but still advertised "loudly" to sell because he trusted his wife.
Le Van Phu, also known as Phu Le, and his wife La Thuy Kieu have just been prosecuted by the Police Investigation Agency of Hanoi City Police for violating accounting regulations causing serious consequences and illegally printing, issuing, trading invoices and documents for collection and remittance to the State budget.
Since 2017, Phu and his wife have used three Thien Phu Import-Export Trading Services Company Limited, Thanh Quang Dang and Thien Phu Group Trading to outsource and sell many products. Among them, Loramen - a product to enhance male physiology - is advertised the most.
At the investigation agency, Phu declared that he did not know the ingredients, uses or published documents of Loramen and that he had never used it. The defendant trusted his wife, and when given a product, he advertised that product "loudly" to sell it.
Phu admitted that Loramen's advertising was too effective, making customers unhappy. The accused hopes to be forgiven.
Most of Phu and his wife's products are sold via social networks. To attract viewers, the two posted many promotional videos. Phu said that in previous years, he used to sing, dance, perform comedy, and argue "to get more people to watch", but recently he stopped doing it because he was older.
"When going online, people only show off the best things, but deep inside there are things that only the person who made the video knows. Including videos that do not bring humanistic cultural values," Phu declared.
Phu said he did not know how to use the account, all sales money was managed by his wife. When his wife gave him the account, Phu took it, and the defendant didn't care what he used it for, as long as it was "good for the family." Phu said that after being arrested, he realized his mistake, knew he had to pay the price and hoped to be forgiven.
'No one goes online just for fun'
La Thuy Kieu claimed to be the main person directing business activities. The products are custom-made and according to Kieu, the effectiveness cannot be guaranteed 100% but depends on each person's constitution.
Kieu is directly in charge of sales, and when needed, she asks her husband to help film videos. The defendant said that going online is not only for fun but also to become famous, get noticed by brands and ultimately sell products. Kieu also recorded videos herself, collaborating with many famous people to make her advertising articles trend.
Kieu admitted that due to lack of financial knowledge, she did not keep books and reports in accordance with regulations, leading to violations of the law.
According to the police, from 2021 to 2025, Thien Phu Company imported goods from many businesses but did not fully invoice and declare taxes. In addition to the company account, Phu and his wife also used 10 personal bank accounts to receive more than 107 billion VND from business activities.
The investigation agency accused Kieu of declaring and paying taxes in the name of business household La Thuy Kieu to legalize the amount of money received and reduce the amount of tax payable, causing damage to the State budget.
To cope with the tax authorities' inspection, Kieu was accused of instructing accountants and staff to create many false sales invoices. Lawyer Nguyen Thi Huong Lan was determined to have helped Kieu do this to hide Thien Phu Company's accounting violations.
According to the police, Ms. Lan also provided personal information about herself and her relatives so that Kieu could create 10 false value-added invoices, totaling more than 1.5 billion VND.
Accountant Phung Thi Khanh, 45 years old, and lawyer Nguyen Thi Huong Lan, 50 years old, were prosecuted for the same two crimes as Phu and his wife. Among them, Phu and Ms. Lan were detained.
Phu Le is 46 years old this year, from the former Yen Bai province, famous on social networks with the nickname "cybergang" and is an amateur singer and actor. Phu Le had 2 previous convictions and was sentenced to a total of 8 years in prison for illegally trading in drugs and disturbing public order.
Recently, in addition to Phu Le and his wife, the police also arrested a series of cyber gangsters such as Huan Hoa Hong, Vua Fan, Khanh Sky, and Ho Van Khoa.
