Russia Strikes Kyiv Again, Killing 20 Ahead of NATO Summit

Russia has fired missiles and drones into apartment buildings across the Kyiv region for the second time in a week, killing at least 20 people on the eve of a crucial NATO summit, authorities said.

President Volodymyr ⁠Zelenskyy urged the alliance to take "strong decisions" on boosting Ukraine's air defences following the strike, which came just days after another Russian attack killed more than 30 people in Kyiv.

Ukraine's military was unable to down any of the 23 ballistic missiles fired by Russia, according to air force data, reflecting its increasing vulnerability to Moscow's strikes as stocks of its prized Patriot missiles run out.

Ukrainian air force data showed air defences had shot down just four of 49 ballistic missiles in July.

The Monday morning strike in Kyiv punched a hole through a multi-storey apartment block, ripping its top floors in two.

At least 14 people were killed in the Ukrainian capital, with six more reported dead in the wider Kyiv region.

More than 10 explosions were heard during a ballistic missile alert during the night, with flashes in the sky as the blasts rang out.

Around 60 people were wounded, according to Mr Zelenskyy.

Russia fired 68 missiles and 351 attack drones, he added.

It was the second attack in a week in which Russia deployed the hard-to-intercept ballistic missiles — triggering Mr Zelenskyy's desperate new appeal for allies to send advanced missiles for the US-made Patriot air defence systems.

He is to discuss the war with US President Donald Trump on the sidelines of the NATO summit in Ankara, which begins Tuesday.

"It is critically important that the world — first and foremost the United States and our European partners — come out of the NATO Summit in Ankara with strong decisions in support of our air defence, and thus the protection of ordinary people's lives," Mr Zelenskyy said on social media.

The White House said US President Donald Trump would meet Mr Zelenskyy on Wednesday during the NATO summit in a bid to invigorate diplomacy.

Mr Trump said that a resolution to the war in Ukraine was "getting closer than people realise" and confirmed he would discuss Ukraine at the NATO summit this week.

The Kremlin said that Russian President Vladimir Putin and Mr Trump had agreed they would talk again "in the near future," suggesting they were likely to talk during or after his meeting with Mr Zelenskyy.

Officials in the Kyiv suburb of Vyshneve said they were evacuating residents due to the possibility of unexploded munitions in the debris.

'Massive strike'

Locals in the northern Podilsky district of the capital said their area had been targeted heavily in recent Russian strikes.

"At 1:30am, a powerful hit occurred. A blast wave, all the windows blew out. And then it hit three more times," Oleksandr Bakhlukov, who lives in a nearby building, said.

"Glass was falling down. There wasn't a single pane of glass left in the apartment," the 68-year-old added.

Russia's defence ministry said it had carried out a "massive strike" using missiles and drones against what it described as "military-industrial enterprises," fuel and energy complex facilities in several Ukrainian regions.

Around 30 residential buildings in Kyiv were hit, with rescuers still sifting through the rubble hours after the attack, officials said.

Mr Zelenskyy said Ukraine's army had shot down the Russian drones and cruise missiles, but had "insufficient supply of interceptor missiles" to stop the ballistic missiles.

European Commission president Ursula von der Leyen said the attack showed that Ukraine "urgently" needed more air defences and that this would be discussed at the NATO meeting.

Russia's army said its forces also shot down more than 500 Ukrainian drones overnight.

Ukraine’s military said its Special Operations Forces struck the Omsk oil refinery in western Siberia, which it described as Russia’s largest, located nearly 2,500 kilometres from Ukraine’s border.

Regional Governor Vitaly Khotsenko said several Ukrainian drones hit in Omsk but gave no other details.

Moscow's Mayor Sergei Sobyanin said on state-backed Max that several waves of the drones were bound for the Russian capital.

Kyiv has increasingly targeted energy facilities inside Russia in recent weeks in an effort to weaken the Kremlin's war effort, triggering fuel shortages across the country.

Both sides had vowed fresh attacks after Russia struck apartment buildings in Kyiv last week, killing more than 30 people, including entire families.
