다만, 영업용 차량 또는 배기량 1천600cc 이하 하이브리드 차량을 등록하는 경우에는 계속해서 채권 매입이 면제된다.
지역개발채권은 1989년부터 도민 복리증진과 지역개발사업 자금조달을 위해 도지사가 발행하는 것으로 자동차 등록, 기타 허가 및 등록, 각종 계약 체결 시에 의무적으로 매입해야 한다.
자동차 등록의 경우 하이브리드차, 전기차, 태양광차, 수소전기차 등의 친환경 차량은 일부 예외이다.
