近年來,在媒體報導與社群平台上,「教師荒」一詞頻繁出現。每當第一線公立學校教師提及教學現場的衝突、行政負擔的沉重或是職場壓力時,結語往往導向「現在已經很缺老師了,再不改善環境,就沒人要當老師了」。幾年前才從教學現場退役的我,完全認同、也深切同理這些老師所遭遇的痛苦與挑戰。從行政工作、親師衝突,到情緒勞動與校園安全,台灣教育現場確實有許多亟待改善之處。然而,在將這些問題一概連結到「教師荒」之前,我們是否謹慎思考過它的定義?這樣的連結是否真能幫助老師解決問題?

真正的「缺工」,通常指的是長期開缺、持續招募仍難以補足人力,甚至已開始影響產業基本運作。根據勞動部 2024年「全時職位缺工概況」調查,真正面臨長期缺工的重災區是製造業、營建工程與醫療保健社福產業。這些產業不僅高度勞力密集,更與每個人的生命安全、老化照顧與基本生活直接相關,其人力危機恐怕比多數教育領域更加迫切。

而在教育領域中,多數公立學校的學科職缺競爭依然激烈,真正的「荒」僅出現在特教、幼教與偏鄉地區。公校教職長久以來結合了國家保障與相對優渥的福利,至今仍是許多社會新鮮人除了公務員之外的就業首選。因現職之故,我與各地公校教師的交流時也得知,都會區學校無論是正式或代理職缺,最終都能補滿。因此,台灣並未出現「全面性」的教師荒。若我們概括地指稱「教師荒」,無視「一般學科競爭激烈」與「特教、幼教、偏鄉乏人問津」的真確差異,恐有失偏頗。

因此,教育界真正需要面對的,也許不是單純的「缺人」,而是人力分配失衡、代理制度長期扭曲,以及特教、幼教與偏鄉支持系統不足等更深層的結構問題。若無法區分什麼是全面性的人力崩解,什麼是特定區域、特定類型與制度設計造成的困境,公共討論便可能失焦。

我們清楚看見許多教師正在承受的壓力,也認為教育現場亟需改善。但若公共討論持續把所有教育困境都連結到「教師荒」,不僅可能讓原本有意投入教育工作的人,因對前景過度悲觀而卻步,也可能使政府在資源有限的情況下,錯估整體人力情勢,排擠了迫切需要支援的領域。也正因為每一份職業對社會的貢獻皆等值,我們期望一同釐清老師們的困境,並體現社會整體的公平正義。
