陳乃瑜指出，過去新北敬老卡使用範圍太窄，許多長輩每個月點數看得到，卻不一定用得到，尤其對石碇、坪林、烏來等偏鄉長輩來說，不是每個人都能天天搭捷運、搭公車。
她表示，她上任以來，歷經15次質詢，長期要求市府檢討愛心敬老卡使用彈性，包含擴大到國民運動中心、衛生所掛號、國道客運、計程車、台鐵，以及更貼近日常需求的農會、藥局、超商等通路，敬老卡如果只停留在交通補助，就會變成住在都會區比較好用、住在偏鄉反而用不到，這不是照顧長輩，而是制度不公平。
陳乃瑜說，真正的高齡友善城市，不是嘴巴上喊照顧長輩，而是讓長輩走得出去、買得到藥、用得到點數，未來她會繼續盯緊市府，確保偏鄉不漏接，讓愛心敬老卡成為長輩每天都用得到的生活支持。
