特に問題となったのは核保有国だ。NPTは、核保有国に対して核軍縮に「誠実に」取り組む義務を課し、原子力の平和利用で協力する代わりに、非核保有国は核を持たない（核不拡散）義務がある。
だが核保有国は「NPTを尊重する」と主張しながらも、国益優先の姿勢をむき出しにした。
