苗栗縣推動循環經濟 台灣燈會打造全國首創大型活動循環材料示範場域

苗栗縣政府為推動循環經濟、淨零碳排及永續公共工程政策，今（25）日召開再生瀝青循環應用政策記者會，宣布將於明年台灣燈會苗栗場域，打造全國首創「大型活動結合循環材料應用」示範場域，透過再生瀝青、循環材料及低碳工法導入公共設施與燈會基地建設；縣長鍾東錦強調，苗栗示範場若推動成功，盼各縣市一起來共襄盛舉，讓資源可以循環再利用，造福子孫。

全台1年產生約1200萬噸瀝青刨除料，堆置問題嚴重，工研院綠能所開新技術，能讓瀝青刨除料百分百再利用，工研院前年並與苗栗縣三灣的聯岳砂石公司簽署合作，建置全台首座刨除料瀝青砂石分離示範廠，並於去年完工，每年可處理8萬噸的瀝青刨除料，將可減少4445噸的年碳排量。

工研院研發之「道路鋪面材料再生全循環應用技術」，榮獲今年Edison Awards金獎，代表台灣循環材料技術受到國際肯定；苗栗縣政府也將這項技術導入推動低碳治理、資源循環利用。

Miaoli County Government announced today (25th) at a press conference on recycled asphalt circular application policy that it will create the nation's first demonstration site for large-scale event integration with circular material applications at the Taiwan Lantern Festival site in Miaoli next year. This initiative aims to introduce recycled asphalt, circular materials, and low-carbon construction methods into public facilities and the construction of the lantern festival base. County Magistrate Chung Tung-chin emphasized that if the Miaoli demonstration site is successfully promoted, he hopes other counties and cities will join in the endeavor to recycle and reuse resources for the benefit of future generations.

Approximately 12 million tons of asphalt planings are generated annually in Taiwan, leading to severe stockpiling issues. The Industrial Technology Research Institute's Green Energy Research Institute has developed new technology that allows for 100% reuse of asphalt planings. Two years ago, ITRI signed a cooperation agreement with Lianyue Sand and Gravel Company in Sanwan, Miaoli County, to establish Taiwan's first demonstration plant for asphalt planing separation. The plant was completed last year and can process 80,000 tons of asphalt planings annually, reducing carbon emissions by 4,445 tons per year.

The Industrial Technology Research Institute's "Full Circular Application Technology for Road Pavement Material Regeneration" won a gold medal at this year's Edison Awards, signifying international recognition for Taiwan's circular material technology. The Miaoli County Government is also adopting this technology to promote low-carbon governance and resource circular utilization.

Miaoli County Government's Department of Industrial Development stated that recycled asphalt pavement and circular materials will be prioritized for evaluation and implementation in the lantern festival parking lots, temporary facility bases, traffic routes, and related public spaces. This will transform materials previously considered waste into important resources for urban construction.

The Miaoli County Government stated that as all local governments will face the challenge of managing and reusing circular materials in the future, Miaoli County will take the lead in establishing a system for cross-departmental cooperation, public engineering adoption, and high-value applications. Subsequently, the Department of Industrial Development will serve as the cross-departmental integration window. The Department of Transportation and Public Works will be asked to prioritize the identification of suitable land within the county, with existing county-owned land being evaluated first as demonstration sites for circular materials and recycled asphalt, gradually establishing mechanisms for material verification, engineering application, and promotion.

Therefore, it is very appropriate for Miaoli to serve as a demonstration site. The Miaoli County Government will take the lead and is willing to cooperate with the central government's Ministry of the Interior's Construction and Planning Agency, Directorate General of Highways, and National Freeway Bureau, as well as with various townships and cities. If successful, he hopes other counties and cities will join in the endeavor to recycle and reuse resources.
