まず全日本国立医療労働組合（全医労）奄美支部の福崎昭徳支部長が、現状を基調報告。和光園は皮膚科の一般外来診療も行い、年間約3千人が受診する。園内では100人以上が働き、その8割が地元出身だという。このため、職場確保のためにも施設の地域開放や医療機関・福祉施設としての永続化が必要だと訴えた。
