Speaking at a symposium at the Institute of Strategic Studies in Islamabad, Tarar said that the treaty is a legal instrument that sets out the terms and conditions agreed upon by the signatory parties, and is enforceable and legally binding on both parties, according to the Pakistani Express Tribune newspaper, on Wednesday. Referring to India's approach to the treaty, Tarrare said its conditions had deteriorated to the point where they had become "indicative of legal ignorance and perhaps moral bankruptcy." He added: "This treaty cannot be amended, canceled or temporarily suspended unilaterally." Tarrare added that even in the event of a dispute, both parties must abide by the terms and conditions of the treaty.
