(제주=연합뉴스) 변지철 기자 = 올해 제주지역 강수량이 평년보다 줄고 일부 지역의 지하수위도 낮아지면서 제주도가 지하수 의존도를 낮추기 위한 대체수자원 확보에 나선다.
6일 제주도에 따르면 올해 1∼8월 제주지역 누적 강수량은 평년의 88.3% 수준에 그쳤다.
특히 서부지역은 평년의 76.7%, 북부지역은 67.3%에 머물렀다.
같은 기간 제주 전역의 평균 지하수위는 12.9m로 기준수위 10.4m를 웃돌았지만 서부지역 지하수위는 7.26m로 지난해보다 1.6m 낮아졌다.
제주도는 기후변화로 폭염과 가뭄이 잦아지면서 물 부족에 선제적으로 대응할 필요가 있다고 보고 지하수와 농업용수, 상수도를 아우르는 통합 물관리 체계를 상시 가동하기로 했다.
지난달 30일에는 이창흠 기후경제부지사 주재로 물 관련 8개 부서·기관이 참여한 첫 통합 물관리 관계부서 회의를 열어 분야별 현안과 대응계획을 점검했다.
우선 지하수 의존도를 낮추기 위해 대체수자원을 확대한다.
제주시 외도와 서귀포시 대정 등 2곳을 대상으로 지하수 저류댐 도입을 위한 상세조사를 진행하고 있다.
소규모 빗물이용시설 지원을 계속하고, 중규모 시설은 지역 여건과 공급 효율을 고려해 3천∼4천t 규모로 여러 지역에 설치하는 방안을 기후부와 협의하고 있다.
도내 홍수 저감용 저류지 354곳 가운데 제 기능을 하지 못하는 시설을 조사해 복구 가능성을 진단하고, 기능 회복이 어려운 곳은 농업용 저수지로 전환하는 방안도 검토한다.
농업용수 공급 기반도 확대한다.
기존 공공 농업용 관정의 물탱크 용량을 현재 100t에서 200∼500t으로 늘리고 성읍저수지 용수 공급지역도 3개 마을에서 7개 마을로 확대할 계획이다.
제주는 전체 지하수 관정 4천501공 가운데 농업용이 3천64공으로 68.1%를 차지할 정도로 농업 분야의 지하수 의존도가 높다.
공공과 사설을 합한 농업용 지하수 월평균 사용량도 2024년 940만7천t에서 지난해 1천35만t, 올해 1∼8월 1천137만4천t으로 늘었다. 다만 농업용수 사용량은 강수량과 가뭄, 재배작물과 생육 상황 등에 따라 달라질 수 있다.
상수도 분야에서는 어승생1저수지를 개량하고 신규 지하수 개발로 하루 2천100t을 추가 확보한다. 신규 배수지 5곳을 설치해 하루 1천800t의 공급능력을 늘리고 하루 1만5천t 규모의 정수장도 새로 지을 계획이다.
이창흠 기후경제부지사는 "기후위기로 제주의 물 부족이 우려되는 수준에 이를 수 있는 만큼 지금부터 관계 부서가 함께 대체수자원 확보와 대응체계 마련에 나서야 한다"고 말했다.
