楊文科表示，新竹縣是年輕且充滿活力的城市，許多年輕人在此安居樂業，縣府團隊始終將建構友善生養環境列為施政重點。在傾聽地方民意後，縣府決定將原定9月1日起領取手冊的門檻向前追溯至今年1月1日，希望給予孕婦最直接的挺孕力量，陪伴大家安心懷孕、順利生產。

社會處說明，「挺好孕計畫」補助以孕次而非胎數為單位。申請人可彈性選擇一次領取2萬元（須檢具健康手冊、6次以上產檢證明等文件），或是分次請領；若選擇分次，第一次僅需基本身分與手冊即可領取1萬元，第二次領取1萬元則須檢附6次以上產檢證明，藉此鼓勵孕婦定期產檢，及早掌握母嬰健康。

原則上民眾應於預產期或生產日後3個月內提出申請，若符合資格但已逾期限者，得於今年12月31日前補件申請。目前暫採紙本申請，民眾可親送或郵寄文件至新竹縣政府社會處婦女及新住民科，待未來線上系統建置完成後將另行公告。
