The China Meteorological Administration released the "Meteorological Data Management Measures" today, which will be officially implemented on November 1. The "Measures" establish a series of rules and regulations in the field of meteorological data focusing on data supply, data circulation and utilization, data security and supervision and management.

The "Measures" will implement the mission requirements of the "15th Five-Year Plan for National Meteorological Development", focus on the construction of the Earth system data platform, establish an institutional framework for the convergence, management, and application of cross-layer Earth system data, promote the convergence and sharing of meteorological data, and promote the integration and application of multi-source data. Establish a public meteorological data authorization operation mechanism under the structural separation of meteorological data property rights, focusing on strengthening the protection of data rights and interests, providing clear legal basis for the implementation of public meteorological data rights confirmation and authorized operation, and filling the institutional gaps. At the same time, facing the integrated development direction of new technologies such as artificial intelligence and big data and the meteorological industry, all types of entities are encouraged to carry out research and construction of meteorological data development and utilization technologies and high-quality data sets, so that high-value data can be more secure and efficiently empower all walks of life. Meteorological data security assurance rules and regulations have been established to clarify key systems such as data circulation supervision platforms, security subject responsibilities in each link of data processing, important data catalogs, data export and security assessment, to prevent and resolve security risks.
