Dejiang County is located in the hinterland of the Wuling Mountains and has abundant labor resources. However, it has long been restricted by a weak industrial development foundation. A large number of young and middle-aged laborers have gone out to work, and the problems of 'left-behind elderly people' and 'left-behind children' have become prominent. How to transform the demographic dividend into a development dividend and allow the people to achieve stable employment and increase income at home is a core issue that the Dejiang County Party Committee and County Government are striving to solve in the collaborative work between the east and the west.
In recent years, Dejiang County has seized the strategic opportunity of collaboration between the east and the west, relying on the creation of the "Guizhou Chaowan Industrial Park" to accurately carry out investment in labor-intensive industries, and successfully introduced Chenghao cultural and creative leading enterprises, effectively driving employment and increasing people's income.
‘From January to August this year, we employed 1,700 people, the company’s output value exceeded 300 million yuan, and our products are exported to developed countries and regions such as Europe and the United States. ’ Yang Hebin, assistant general manager of Guizhou Chenghao Cultural and Creative Technology Company, said that the company signed a contract to settle in Dejiang in 2024 and officially put into production in only 25 days.
In Yang Hebin's view, the rapid growth of enterprises cannot be separated from the strong support of the local government. Since the signing of the contract, Dejiang County has helped coordinate the factory building, water and electricity, and recruitment, and has followed the entire process from registration, decoration to production and the formation of a special team. He said: 'Based on the smooth success of the first phase of the project, an additional 250 million yuan was invested to build the second phase of the project. The local area quickly adjusted a standard factory building of 80,000 square meters for us to move in with our bags. The additional funds were used for equipment procurement, raw material organization and production operations. ’
Industry drives employment, and employment promotes industry. At present, the above-mentioned enterprises have stable employment for more than 1,700 people, more than 60 of whom are local people who have been lifted out of poverty and left-behind women. The average monthly salary of employees is more than 4,000 yuan. The company has also developed from the initial few production lines to a large-scale enterprise with multiple modern production lines and products selling well at home and abroad.
The reporter learned that in response to the problem of taking care of employees' children after school, the company has also innovatively set up an 'after-school tutoring station for migrant children', hiring teachers and volunteers to focus on taking care of and tutoring homework, so as to solve the worries of employees' children care and education, so that employees can work with peace of mind and achieve the goal of "working with children at the same time". It has become a warm practice of people-oriented and caring for employees among collaborative enterprises in the east and west.
Ran Jianglin, director of the Investment and Business Department of Guizhou Dejiang Economic Development Zone, said that under the East-West collaboration framework, Dejiang County provides strong support to enterprises in terms of factories, accommodation, and supporting facilities, coordinates centralized accommodation for employees, and improves surrounding transportation and other facilities, so that enterprises can focus on development by "running less errands and doing things quickly." Through close collaboration, the two parties have explored an effective path for mutual benefit and win-win results between labor-intensive enterprises and local development in the East-West collaboration.
