Explanation on the "Decision of the Central Committee of the Communist Party of China on Several Major Issues on Persistently Promoting Comprehensive and Strict Governance of the Party"

Entrusted by the Political Bureau of the CPC Central Committee, I gave an explanation to the plenary session on the drafting of the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Persistently Promoting Comprehensive and Strict Governance of the Party" (hereinafter referred to as the "Decision").
1. Considerations on determining the topics for the plenary session
Party building is related to the future and destiny of the party, the success or failure of the party and the country's cause. This year marks the 105th anniversary of the founding of our party. The Political Bureau of the Central Committee of the Communist Party of China decided that the Fifth Plenary Session of the 20th Central Committee of the Communist Party of China will focus on the issue of persistently promoting comprehensive and strict governance of the party. This is a major decision made by the Party Central Committee to grasp the historical direction of the development of the party and the country's undertakings, focus on the overall situation of Chinese modernization, assess the situation, and make overall considerations.
First, this is an inevitable requirement to maintain the party’s advanced nature and purity and consolidate the party’s long-term ruling status. How to break out of the historical cycle of the rise and fall of chaos is a fundamental question that our party must answer well in its long-term governance. In this regard, Comrade Mao Zedong gave the first answer of "letting the people supervise the government" in a cave dwelling in Yan'an. Since the 18th National Congress of the Communist Party of China, we have found the second answer of "self-revolution" in the practice of comprehensively and strictly governing the party. The Party's self-revolution is strictly defined, which means turning the blade inward, comprehensively and strictly governing the Party, maintaining the Party's advanced nature and purity, and realizing the Party's self-purification, self-improvement, self-innovation and self-improvement. For more than 100 years, in the historical process of leading the people in unremitting efforts to realize the great rejuvenation of the Chinese nation, our party has always attached great importance to party management. It has the courage to adhere to the truth and correct mistakes, and has continued to grow stronger by relying on its own strength and the support of the people to solve its own problems. The century-old party is full of vitality and in its prime.
At the same time, we must be clearly aware that comprehensive and strict governance of the party is a long-term strategic task. In recent years, the party's ranks have undergone structural changes. The proportion of party members and cadres born after the reform and opening up has increased, which has put forward new requirements for education management. The mainstream of the party's ranks is good, but there are still many problems and hidden dangers that weaken the party's advanced nature, damage the party's purity, and affect the party's long-term governance. In particular, the problems of impure thinking, impure organization, and impure style have not yet been fundamentally resolved, and some new problems continue to arise. In the face of these problems and challenges, only by persistently promoting comprehensive and strict governance of the party and constantly eliminating viruses that erode the healthy body of the party can we ensure that the party will never degenerate, change color or taste, and ensure that the red country is passed on from generation to generation.
Second, this is an inevitable requirement for consolidating and developing a good political situation with a high degree of unity and unity of the whole party and a high degree of cohesion between the party, the military and the people. After the 18th National Congress of the Communist Party of China, the Party Central Committee faced the severe reality that the party's leadership was weakened, the party was not strictly managed and governed effectively, and some problems within the party were shocking. It has reversed the lax and soft situation in party governance, curbed some unhealthy tendencies that had not been stopped for a long time, rectified some stubborn diseases that had not been eliminated for many years, and eliminated serious hidden dangers within the party, state, and army. The party has become stronger and stronger through revolutionary forging. The Party's overall leadership and the centralized and unified leadership of the Party Central Committee have been significantly strengthened, the modernization of Marxism has achieved a new leap, the party's organizational line in the new era has been effectively implemented, the eight-point regulation of the Central Committee is powerful, the party's discipline construction has been solidly advanced, the anti-corruption fight has been unprecedentedly vigorous and the results are obvious to all, the intra-party laws and regulations have been improved, and the party's organizations at all levels have implemented the responsibilities of party management and governance with effective results. We have accumulated rich experience in comprehensively and strictly administering the party in the new era, opening up a new realm of self-revolution for the century-old party. The party's unity and unity have been further consolidated, and the party's heart, military spirit and people's hearts have been highly cohesive.
This good political situation is hard-won, and the whole party must cherish it and constantly consolidate and develop it. This requires us to adhere to and apply the valuable experience of comprehensively and strictly governing the party in the new era, persist in promoting comprehensive and strict governance of the party with higher standards and more practical measures, and continuously enhance the party's political leadership, ideological guidance, mass organization, and social appeal, so as to ensure that the party will always receive the heartfelt support of the people and remain a strong leadership core for the cause of socialism with Chinese characteristics.
Third, this is an inevitable requirement to realize the party’s historical mission and promote the steady and long-term development of the party and the country’s cause. Comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization is an unprecedented and pioneering undertaking. After the tenacious struggle of the entire Party and people of all ethnic groups in the country since the 18th National Congress of the Communist Party of China, the cause of the Party and the country has made historic achievements and undergone historic changes, and the great rejuvenation of the Chinese nation has entered an irreversible historical process. At the same time, changes in the world, the times, and history are unfolding in an unprecedented way, and we are facing a variety of risks and challenges on the way forward. From an international perspective, major changes in the world that have not been seen in a century are accelerating. A new round of scientific and technological revolution and industrial transformation are accelerating breakthroughs. The balance of international power has been profoundly adjusted. The world has entered a new period of turbulence and change, and the external environment is experiencing increasing uncertainties and unpredictable factors. Domestically, after more than 40 years of reform and opening up, my country's economic and social life has undergone tremendous changes, and the problem of unbalanced and inadequate development is still prominent. We have encountered many new issues such as further comprehensively deepening reforms, promoting high-quality development, strengthening social construction and governance, coordinating development and security, and stimulating and enhancing social vitality.
The key to running China's affairs well lies in the party, and the key lies in comprehensive and strict governance of the party. In the face of complex international and domestic situations and arduous tasks of reform, development and stability, to promote the steady and long-term progress of Chinese-style modernization, we must vigorously carry forward the great party-building spirit, always keep in mind the "three musts", constantly carry forward the party's outstanding characteristics, persist in promoting comprehensive and strict party governance, build our party better and stronger, and provide a strong guarantee for comprehensively building a modern socialist country and comprehensively promoting the great rejuvenation of the Chinese nation with Chinese-style modernization.
2. Regarding the drafting process of the "Decision"
In January this year, the Party Central Committee established a document drafting group for the Fifth Plenary Session of the 20th Central Committee of the Party. I served as the group leader, and Comrades Wang Huning, Cai Qi, and Li Xi served as deputy group leaders. Relevant leading comrades of the party and state, as well as responsible comrades from relevant central departments and local governments participated, and the work was carried out under the leadership of the Standing Committee of the Political Bureau of the Central Committee. On February 6, the document drafting group held its first plenary meeting and officially launched the document drafting work.
In drafting the document, the following points were focused on.
First, comprehensively implement the new era of party building thinking. The Party Building Thought in the New Era is the Party Building Chapter of the Thought on Socialism with Chinese Characteristics for a New Era and is the crystallization of the practical experience and collective wisdom of the Party and the people. The drafting of the "Decision" adheres to the guidance of the party building thought of the new era, fully implements the requirements of this thought in arranging the document framework, summarizing achievements and experiences, analyzing the situation and tasks, clarifying guiding thoughts and principles, and proposing policy measures. It follows the laws of Marxist governing party building, makes full use of the valuable experience of comprehensively and strictly governing the party in the new era, and strives to promote party governance, rejuvenate and strengthen the party, innovate while adhering to integrity, and develop while inheriting.
Second, serve the mission. Obeying and serving the development of the party and the country's cause has always been an important principle in party building. The draft of the "Decision" insists on not forgetting the original intention and keeping the mission in mind, focusing on realizing the mission and tasks of the party in the new era and new journey, focusing on grasping the inner connection between managing and governing the party, rejuvenating and strengthening the party, building a strong country, and national rejuvenation, and plans and proposes various policies and measures that closely follow the development needs of the party and the country, ensuring that all aspects of the deployment of comprehensive and strict party governance are centered on the center and serve the overall situation.
Third, adhere to a strict tone. The key to comprehensively and strictly administering the Party is to be strict. Perseverance in promoting comprehensive and strict governance of the Party must be consistent and strict to the end. The draft of the "Decision" firmly grasps the strict standards for party building work, strict education and management supervision of party organizations at all levels, party members and cadres, strict rectification measures for bad styles and corruption, implementation of the requirements for strict party management responsibilities, further deepening and improving all policies and measures for comprehensive and strict governance of the party, and clearly sending out a strong signal that the more strict it is in the future. At the same time, we must adhere to the combination of strict management and loving care, and pay equal attention to incentives and constraints, so as to achieve both strictness and restraint and stimulate the enthusiasm, initiative and creativity of the whole party.
Fourth, highlight problem orientation. Comprehensively and strictly administering the Party is launched in response to prominent problems within the Party. Persistent advancement of comprehensive and strict governance of the Party must continue to study new situations and solve new problems on the basis of consolidating existing results. The draft "Decision" grasps the key points and focuses on outstanding issues to plan the article. When planning ideas and measures, we insist on solving problems wherever they arise, focusing on solving problems when problems arise, pinpointing the crux of the problem, conducting in-depth research and demonstration, and proposing targeted countermeasures.
Fifth, strengthen the system concept. Persistently advancing the comprehensive and strict governance of the party is a systematic project. The party's political construction, ideological construction, organizational construction, style construction, discipline and system construction, anti-corruption struggle, etc. must be planned and promoted as an organic whole, and efforts must be made to improve the system of comprehensive and strict governance of the party. The draft of the "Decision" was drafted to fully implement the general requirements for party building in the new era, adhere to the party's political construction as the guide, focus on the coordinated development of all aspects of party building, the coherence and matching of various policies and measures, focus on the top-down, combination of points and areas, and treatment of both symptoms and root causes, and focus on forming a working pattern that is connected from top to bottom, combined with sections, and jointly managed, to effectively enhance the overall effectiveness of party management.
During the drafting of the document, the Party Central Committee fully promoted democracy, carried out in-depth investigation and research, and solicited extensive opinions. On January 31, the Party Central Committee issued a notice to solicit opinions from various regions and departments on the issues of the Fifth Plenary Session of the 20th Central Committee of the Party. At the same time, 16 units were entrusted to carry out research on 23 key topics. On May 6, I chaired a symposium in Shanghai to listen to the opinions of the main responsible comrades in some provinces, autonomous regions and municipalities. On August 3, the draft of the "Decision" was circulated to a certain extent within the party for opinions, including soliciting the opinions of some veteran comrades within the party. The opinions of the central committees of democratic parties, leaders of the All-China Federation of Industry and Commerce, and representatives of people without party affiliation were also specifically listened to.
All parties agreed that the Party Central Committee decided that the Fifth Plenary Session of the 20th Central Committee of the Party would focus on studying the issue of persistently promoting comprehensive and strict party governance, which fully reflects our party's high sobriety and strong will to strengthen its own construction. The draft "Decision" makes strategic arrangements for persistently promoting comprehensive and strict governance of the party. It will surely become a programmatic document to promote the new great project of party building in the new era. It will have great practical significance and long-term guiding significance for further opening up a new situation of managing and governing the party in the new era, revitalizing and strengthening the party, and uniting and leading the people of all ethnic groups across the country to comprehensively promote the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization. At the same time, many good opinions and suggestions were put forward by various parties. The document drafting team studied them one by one and absorbed as much as possible.
During the drafting of the "Decision", the Standing Committee of the Political Bureau of the CPC Central Committee held three meetings and the Political Bureau of the CPC Central Committee held two meetings to review and revise the draft "Decision" that was submitted to the plenary session for review.
3. Regarding the basic framework and main contents of the draft “Decision”
In addition to the opening and closing remarks, the "Decision" draft is divided into three major sections.
The first section is the first part, which is the general introduction. It elaborates on the importance, urgency and overall requirements of persevering in promoting comprehensive and strict governance of the party, covering a total of 5 aspects. The first is to review the glorious history of our party that has consistently strengthened party building and united and led the people from victory to victory over more than 100 years. The second is to summarize the great achievements made in comprehensively and strictly governing the party since the 18th National Congress of the Communist Party of China, and to elaborate on the great significance of forming party building ideas in the new era. The third is to analyze the new situations, new tasks and new challenges faced by comprehensively and strictly administering the party. The fourth is to put forward the guiding ideology of persistently promoting comprehensive and strict governance of the party. The fifth is to clarify the seven principles to be followed in persevering to promote comprehensive and strict governance of the party.
The second part is the analysis, including the second part to the eighth part. Deploy strategic tasks and major measures to consistently promote comprehensive and strict governance of the party. Among them, the second part, "Enhancing the Party Spirit of Communists", emphasizes that this is the fundamental task of comprehensively and strictly governing the party, and makes arrangements from five aspects: strengthening the education of party loyalty, insisting on using the party's innovative theory to condense the heart and soul, using the party's fine traditions and China's excellent traditional culture to cultivate the party spirit, tempering the party spirit in practice, and strengthening the identification of the party spirit. The third part, "Strictly Implementing Democratic Centralism," emphasizes that this is an inherent requirement for comprehensive and strict governance of the party, and makes deployments from four aspects: upholding and strengthening the centralized and unified leadership of the Party Central Committee, improving the quality of intra-party democracy, strictly implementing the rules of decision-making and procedures of the leadership team, and standardizing the performance of "top leaders"' duties and powers. The fourth part, "Forging a team of high-quality cadres worthy of the important task of national rejuvenation," emphasizes that the key to comprehensively and strictly administering the party is to strictly govern officials. It makes arrangements from six aspects: adhering to the correct employment orientation, precise and scientific selection and employment, promoting cadres to establish and practice a correct view of political performance, enhancing the entrepreneurial skills of cadres and officers, improving the quality of cultivating and selecting outstanding young cadres, and strengthening cadre management and supervision. The fifth part, "Building a strict organizational system with top-down connectivity and effective execution," emphasizes that party organizations at all levels are the main body of comprehensive and strict governance of the party, and plans are made from six aspects, including giving full play to the role of party organizations in central and state organs, strengthening the functions of local party committees, coordinating the construction of grassroots party organizations in various fields, focusing on party building in emerging fields, strengthening the construction of party members, and improving the linking mechanism of party organizations at all levels. The sixth part, "Continue to Correct Work Style and Strict Discipline," emphasizes that this is a powerful measure to comprehensively and strictly govern the party. It makes arrangements from five aspects: following the party's mass line in the new era, persevering in implementing the spirit of the eight central regulations, promoting the normalization and long-term effectiveness of style construction, strengthening strict discipline, and comprehensively giving full play to the role of discipline education, restraint, and guarantee incentives. The seventh part, "Unswervingly and unitedly promotes those who dare not be corrupt, cannot be corrupt, and do not want to corrupt." It emphasizes that this is an important strategy for comprehensively and strictly governing the party and the basic policy of the anti-corruption struggle. It makes arrangements from four aspects: maintaining a high-pressure situation in punishing corruption, strengthening restrictions and supervision on the exercise of power, consolidating the ideological foundation of upholding integrity and resisting corruption, and enhancing the comprehensive effectiveness of integrated promotion of those who dare not be corrupt, cannot be corrupted, and do not want to be corrupt. The eighth part, "Adhere to governing the Party by system and governing the Party according to rules," emphasizes that strengthening the construction of intra-party laws and regulations is the long-term and fundamental strategy for comprehensively and strictly governing the party. It makes arrangements from three aspects: improving the intra-party laws and regulations system, enhancing the execution of the system, and vigorously breaking unspoken rules.
The third section includes improving the party and state supervision system and implementing political responsibilities for comprehensive and strict governance of the party. Make arrangements for these two aspects respectively.
Comrades, deliberation and adoption of the "Decision" is the main task of this plenary session. Everyone should think carefully, discuss in depth, put forward constructive opinions and suggestions, and jointly make this plenary session a success and revise the draft "Decision".
