Facing the new situation of overseas expansion, we must continue to improve the service system and rely on the joint construction of the 'Belt and Road' initiative to coordinate the development of small and medium-sized enterprises overseas; promote the synergy of the industrial chain to promote small and medium-sized enterprises to participate in global competition; strengthen the docking of various overseas resources and market promotion support, and jointly promote small and medium-sized enterprises to enter the international market." Xu Kemin, former chief economist of the Ministry of Industry and Information Technology, said in Shanghai on the 7th.

The 2026 International Development Conference of Specialized, Specialized and New Enterprises was held in Shanghai's Hongqiao Business District on the 7th. More than 150 representatives from relevant government departments, think tank scholars, overseas benchmarking companies, professional service organizations, and specialized, special and new "little giant" enterprises attended the conference to explore scientific paths and practical plans for the global layout of specialized, special and new enterprises.

On the same day, the Hongqiao Specialized and New Enterprise Development Base was unveiled. The base will fully integrate exhibition trade, foreign-related services, and industrial supporting resources to create an overseas service carrier that integrates policy docking, project implementation, overseas docking, and business incubation. A signing ceremony for the first batch of enterprises to settle in the Hongqiao Specialized and New Enterprise Development Base was held simultaneously on site. Representatives of 8 enterprises formally signed contracts to settle in the base, relying on the base platform to carry out overseas market expansion, cross-border technical cooperation and other businesses.

At the meeting, the “Collection of Case Studies of Specialized and New Enterprises Going Overseas” was launched. This case collection is aimed at specialized and new enterprises that have successfully gone overseas. We will explore excellent practice samples of enterprises going overseas, summarize replicable and generalizable overseas experience, and form a database of overseas cases to provide reference for the majority of small and medium-sized enterprises in going overseas.

Yang Xubo, deputy director of the Management Committee of Shanghai Hongqiao International Central Business District, said in his speech that Hongqiao Business District is making every effort to build a service highland for Chinese enterprises to "go out" and a first-stop portal for overseas enterprises to "come in". It has built multiple platform ecosystems such as the Hongqiao Overseas Development Service Center, continues to promote the construction of three major highlands for overseas enterprise headquarters, overseas comprehensive services, and overseas system innovation, and strives to build Hongqiao into the first stop for enterprises in the Yangtze River Delta to go global.

Liu Jiafeng, member of the Standing Committee of the Jiading District Committee and Deputy District Mayor of Shanghai, said that Jiading’s deep advanced manufacturing industry foundation and Hongqiao’s high-level international service resources have formed a unique location advantage that empowers industries and services in both directions. Jiading will deeply inherit the dividends of Hongqiao's open platform, amplify the advantages of policy overlap, continue to improve supporting services for the international development of enterprises, and help specialized, specialized, and new small and medium-sized enterprises to take root in Jiading and connect to the world.

Zhao Ping, director of the China Council for the Promotion of International Trade Research Institute, said that in the context of the reshaping of the global supply chain, specialized and special new enterprises going overseas must be deeply embedded in the global industrial chain, maintain the core of technological innovation, and build their own competitive advantages in the process of globalization.

Xu Yuhai, deputy director of the Silk Road International Capacity Cooperation Promotion Center, suggested that large and medium-sized enterprises collaborate to develop international markets and provide a feasible path for the international development of small and medium-sized enterprises.

Zhang Wei, deputy director of the Globalization Think Tank (CCG), based on the research perspective of the think tank, analyzed the core points of compliance management, localized operations, and risk management and control in the overseas operations of Chinese companies, and proposed that companies must build long-term sustainable globalization capabilities and cannot just focus on short-term market expansion.

It is understood that the China Private Science and Technology Entrepreneurs Association Professional Committee will continue to cultivate high-quality small and medium-sized enterprises, increase the international development services of specialized, special and new small and medium-sized enterprises, and link up with the Hongqiao Overseas Development Service Center and local governments, business associations, think tanks, and outstanding enterprises to continue to pool resources, improve the service ecosystem, help the majority of specialized, special and new small and medium-sized enterprises to sail steadily overseas, and demonstrate the innovative power of Chinese small and medium-sized enterprises on the international stage.
