Yecheng Customs Announcement on the Comparison and Selection of Official Vehicle Insurance Service Procurement Projects from 2026 to 2028

1. Purchasing conditions

Yecheng Customs' official vehicle insurance service procurement project from 2026 to 2028 has been approved for implementation. The purchaser is Yecheng Customs of the People's Republic of China. The project funds come from fiscal funds. The project investment ratio is 100%. The procurement execution department is Yecheng Customs. The project has met the procurement conditions, and the project is now undergoing comparison and procurement.

2. Project Overview and Procurement Scope

(1) Project name: Yecheng Customs 2026-2028 official vehicle insurance service procurement project;

(2) Project requirements: In order to ensure the normal use of the company’s vehicles, vehicle insurance services are now being purchased. For details of the project content and requirements, please see Appendix 1 of the comparison document: "Yecheng Customs 2026-2028 Official Vehicle Insurance Service Procurement Project Requirement" (hereinafter referred to as "Project Requirements");

(3) Quotation requirements: This project is quoted at a discount rate (the discount rate for this project is fixed for three years), that is, the discount rate = independent pricing coefficient × 100%. The quotation range is: 0 < discount rate ≤ 100%. Any quotation that exceeds the quotation range will be considered an invalid response;

(4) Contract performance period: The service contract for this procurement is signed once a year. Two months before the expiration of each annual contract period, the purchaser shall decide whether to renew the contract for the next year based on the performance and service quality of the winning supplier. If the purchaser decides not to renew the contract for the next year based on the performance and service quality of the winning supplier, it does not need to bear any responsibility. The second-year annual contract is signed one month before the expiration of each year and can be renewed a total of 2 times for a total of 3 years.

3. Applicant qualification requirements

(1) Registered in the People's Republic of China, with the ability to independently bear civil liability, and with valid legal licenses to undertake this project (enterprises need to provide a copy of the three-in-one business license, and institutions need to provide a copy of the legal person certificate of the institution with the official seal of the supplier, and the business scope and business scope in the license are related to this project);

(2) Have good business reputation and a sound financial accounting system (a written commitment letter must be provided, stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(3) Have the necessary equipment and professional technical capabilities to perform the contract (a written commitment letter must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(4) Have a good record of paying taxes and social security funds in accordance with the law (a written commitment letter is required, stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(5) In the three years before participating in the competition and selection activities of this project, there are no major illegal records in business activities (a written statement must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit);

(6) As of the deadline for registration, it has not been included in the list of dishonest persons subject to enforcement, dishonest subjects with major tax violations, and records of serious illegal and dishonest behaviors in government procurement (a written commitment letter must be provided with the official seal of the supplier, and must be signed or sealed by the legal representative or authorized agent of the unit);

(7) Suppliers must hold a valid "Financial License" or the original "Insurance Business License" issued by the State Administration of Financial Supervision (or the former China Banking and Insurance Regulatory Commission). The business scope of the license covers property insurance and motor vehicle insurance business (relevant qualification certification materials and official seals must be provided). Insurance branches participating in the bidding must provide valid authorization from the head office.

(8) This competition does not accept the participation of consortiums (a written statement must be provided and stamped with the official seal of the supplier, and signed or stamped by the legal representative or authorized agent of the unit).

4. Obtain registration and selection documents

(1) Registration time: October 19, 2026 to October 21, 2026, 8:30 to 12:00 in the morning, 14:30 to 17:00 in the afternoon (Beijing time, the same below);

(2) Registration location: Yecheng Customs Office (Address: Yecheng Customs Office A209, No. 9 Haixiu West Road, Xiuying District, Haikou City);

(3) The following registration materials must be submitted when registering (all materials must be stamped with the official seal of the unit):

1. A letter of introduction from the unit that introduced the applicant to register (including the applicant’s mobile phone number and email address, etc.);

2. A copy of the unit’s business license or a copy of the legal person certificate of the public institution;

3. Copy of applicant’s ID card;

(4) The purchaser shall send comparison documents to the registration unit based on the registration status.

5. Submission of response documents

(1) The deadline for submission of response documents is 17:00 on October 23, 2026, at the Yecheng Customs Office (Yecheng Customs Office A209, No. 9 Haixiu West Road, Xiuying District, Haikou City);

(2) The procurement execution department will reject any response documents that are delivered overdue or have not been delivered to the designated location.
