China News Service, Macau, August 18. The "Third Five-Year Plan for Economic and Social Development of the Macau Special Administrative Region (2026-2030)" was officially released on the 18th. A spokesman for the Liaison Office of the Central People's Government in the Macao Special Administrative Region (referred to as the "Central Government Liaison Office in Macao") made a statement on the same day and pointed out that "one rule guides the future" and supports Macao to achieve better development under the guidance of the new five-year plan and promote Macao's various undertakings to a new level.
The spokesperson said that Macau's new five-year plan explores the construction of a new governance model that combines "proactive government" and "efficient market", which is of milestone significance. The Macau SAR government implements the spirit of President Xi Jinping’s important instructions, combines governance according to law with responsibility, proactively aligns with the country’s “15th Five-Year Plan”, and makes top-level designs and systematic plans for the development of the Macau SAR in the next five years. This is another pioneering step in the successful practice of “one country, two systems” with Macau characteristics, and is of great significance to promoting Macau’s integration into and serving the overall development of the country and the realization of Macau’s high-quality development.
The spokesperson pointed out that Macao’s new five-year plan is the joint work of all Macao residents and fully reflects the expectations and consensus of all sectors of society. During the preparation of the plan, the Macao SAR government adopted a pragmatic attitude of "opening the door to planning" and solicited suggestions. It held 14 consultation meetings and received a total of 1,716 submissions and 8,230 opinions, fully reflecting social expectations, citizens' wisdom, expert opinions, etc. into the preparation of the plan. These fully demonstrate the determination and ability of the Macao SAR government to adhere to the people-oriented principle, reform and take on responsibilities, and fully demonstrate the strong consensus and willingness of all sectors of Macao society to unite and forge ahead, accelerate the moderate diversification of Macao's economy, deeply participate in the construction of the Hengqin Guangdong-Macao Deep Cooperation Zone and the Guangdong-Hong Kong-Macao Greater Bay Area, and better integrate into and serve the overall development of the country.
The spokesperson said that Macau’s new five-year plan is based on the long-term, highlights key points, and presents the grand blueprint and beautiful vision of Macau’s development in the next five years. The plan clarifies a series of key measures such as safeguarding national security and social stability, improving the efficiency of the special zone's governance, solidly promoting moderately diversified economic development, advancing the construction of the Hengqin Guangdong-Macao Deep Cooperation Zone with high quality, accelerating urban renewal, effectively ensuring and optimizing people's livelihood and well-being, and better integrating into and serving the overall national development. It will also formulate a list of key projects, key work responsibilities, and major reform measures. It is a programmatic document to guide the development of Macao in the next five years.
The spokesperson said that all sectors of Macao society are participants, practitioners and beneficiaries of the planning. It is hoped that all residents will take active action and work together to support the SAR government in implementing various planned measures. The Liaison Office of the Central Government in Macao will, as always, support the Chief Executive and the SAR government in fulfilling their responsibilities as heads and first-responsible persons, unite and lead all sectors of society, and jointly transform the blueprint into actual development.
