The conference focused on releasing three open results of the Fengtai Overseas Service Center in the Global South, the implementation plan for the construction of the Fengtai Linked Development Zone of the China (Beijing) Pilot Free Trade Zone, and AI+ global digital intelligence applications. It reached a multi-field strategic cooperation agreement and attracted more than 1,800 domestic and overseas merchants from more than 30 countries and regions. It has become an important industrial platform for Fengtai District to deepen high-level opening up to the outside world and link global industrial chain resources.
At the conference, Fengtai Overseas Service Center, a country in the global south, was officially launched. The center closely follows Fengtai District's "4+5+X" modern industrial system, coordinates and integrates various resources such as finance, legal affairs, big data, and talents to create a complete overseas service ecosystem that adapts to the characteristics of the global southern market and connects front-end market layout - mid-end industry empowerment - back-end risk protection.
The center has linked up with the existing service ecological matrix of Fengtai District to innovatively build a "2+3+N" three-dimensional overseas service ecosystem: "2" refers to two major online and offline service hubs: Fengtai District's domestic and foreign trade integrated comprehensive service platform carries digital customs clearance, cross-border logistics, taxation and finance, and commercial service functions, opening up digital customs clearance channels for countries in the global South; "Frontier Airline" overseas service platform integrates training courses, supply and demand information, policy interpretation, expert think tank and other modules to create an online enterprise The main service entrance; "3" refers to three offline physical bases: Fengtai Innovation Center's "AEO Cultivation Demonstration Base" focuses on credit cultivation of foreign trade companies and helps companies obtain advanced customs certification qualifications; Lize SOHO's "Overseas Legal and Business Integration Demonstration Base" integrates professional service clusters such as foreign-related law, accounting, and intellectual property to provide one-stop full-chain legal and business services; Fengtai District Government Service Center's "Overseas Exclusive Service Base" opens a green channel for foreign-related government affairs and provides integrated foreign-related government services. "N" refers to a number of overseas service stations, striving to expand the scale of various domestic and overseas service stations to 100 during the "15th Five-Year Plan" period, forming a capillary-style global service coverage network.
In terms of market layout, the center targets the four key sectors of Southeast Asia, the Middle East, Latin America and Africa, and implements differentiated and precise services of "one country, one policy, one region, one case". Deeply explore the Southeast Asian market and rely on the benefits of tariff reductions in the Regional Comprehensive Economic Partnership Agreement (RCEP) to match the advantages of the digital economy and rail transit industries; actively expand the Middle East market to meet the needs of smart cities and new energy construction, and provide high-end services such as large-scale project docking; steadily deploy the Latin American market, respond to the risks of exchange rate fluctuations and policy changes, and provide overall equipment overseas solutions; tap the potential of the African market, make full use of the benefits of the zero-tariff policy towards China, and smooth the overseas channels for biomedicine and people's livelihood intelligent manufacturing industries.
At the conference site, the "Implementation Plan for the Construction of the Fengtai Interactive Development Zone in the China (Beijing) Pilot Free Trade Zone" was officially released, marking the full debut of the Fengtai Interactive Development Zone and adding another important carrier for the institutional opening of Fengtai District. Among them, the implementation scope of Fengtai Linkage Development Zone includes Zhongguancun Fengtai Park East Area, West Area 1, and West Area 2 (Phase 1), with a total area of 6.70 square kilometers.
Gao Chongyao, deputy director of Fengtai District, introduced that the plan is based on Fengtai's commercial aerospace and artificial intelligence characteristic industries, gives full play to the characteristics of intelligent medical and industrial application scenarios, superimposes open ecological advantages such as digital finance and overseas services, and clarifies the functional positioning of "new quality productivity linkage core area, industrial chain collaborative innovation area, and enterprise internationalization overseas model area", and strives to create a technological innovation growth pole in the southwest region of the capital.

At the conference, AI+ global digital intelligence applications were simultaneously released, building a "1+3" innovation system of "1 offline physical center + 3 major online service platforms" to empower the global development of industries with digital intelligence technology.
A number of important results were achieved during the cooperation and signing session of the conference, covering multiple fields such as industrial cooperation, cross-border services, and urban renewal. The Fengtai District Commerce Bureau has signed a contract with relevant comprehensive bonded zones and Guolian shares to build a cross-border AI community, link key ports and comprehensive bonded zones, gather high-quality elements of port policies, warehousing logistics, and cross-border industries to create a cross-regional and cross-border industrial collaborative ecosystem of interconnection, resource sharing, and digital intelligence empowerment, empowering Fengtai enterprises to achieve convenient customs clearance and high-quality cross-border overseas exports. The Fengtai District Government signed a strategic cooperation agreement with CATL. In addition, Vanguard Group signed a contract with EgyptAir to deepen long-term cooperation around aviation and travel integration, corporate overseas expansion, and global market expansion. Guolian Co., Ltd. signed a contract with relevant institutions in Pakistan and Kazakhstan to establish the Pakistan-China Business Center and the North Kazakhstan China Business Center. Among them, the Pakistan-China Business Center is located in the Lize Financial Business District to build a cross-border economic and trade service window connecting South Asia and Central Asia.
It is reported that the "IBI·99 Global Chain Business Festival" has been successfully held for ten consecutive times since its inception in 2016. It is a benchmark event in the domestic B2B industrial Internet field. The scale of orders across all platforms for the tenth event in 2025 will exceed 40.279 billion yuan.
