According to the "Plan", Zhejiang strives to achieve new breakthroughs in resource allocation, global radiation, institutional innovation, and international competitiveness by 2030, and basically build a high-level open and strong province; by 2035, Zhejiang will fully build a high-level open and strong province, with the voice, pricing power, and rule power in the international market fully enhanced, and the advantages of high-level opening up firmly established.
Anchor the goal, Zhejiang will focus on improving the quality and efficiency of trade, mutual promotion of two-way investment, upgrading the level of platforms, expanding hub radiation, and optimizing the open environment.
In terms of improving trade quality and efficiency, Zhou Xiangjun, Secretary of the Party Leadership Group and Director of the Zhejiang Provincial Department of Commerce, introduced that Zhejiang will focus on the four articles of "stabilization, expansion, adjustment and optimization" and strive to achieve a national share of about 12% of the total import and export of goods and services trade by 2030.
Specifically, the province will not only implement unified guarantees for enterprises with an annual export volume of less than 10 million US dollars, so that more small and medium-sized foreign trade enterprises can "accept more orders," but will also smooth the connection between domestic and foreign trade product standards and certifications, step up efforts to promote the integrated development of "live streaming + platform + cross-border e-commerce + overseas warehouses", and encourage the export of high-tech and independent brand products.
The industrial confidence for trade upgrades comes from the solid support of the manufacturing industry. Mr. Lou Wan, deputy director of the Zhejiang Provincial Department of Economy and Information Technology, said that during the "15th Five-Year Plan" period, Zhejiang will continue to use industry and trade linkage as a link to continuously promote the deep integration of technological innovation and industrial innovation, the deep integration of advanced manufacturing and modern service industries, the deep integration of the digital economy and the real economy, and the integrated development of large, medium and small enterprises.
He further explained that Zhejiang will support the R&D and production of new green and smart products such as artificial intelligence, integrated circuits, and high-end equipment on the supply side, and promote the development of new models such as "platform + factory" and "live broadcast + direct supply" on the channel side. It will also systematically create a "Made in Zhejiang" brand matrix to continuously improve the gold content and added value of Zhejiang products.
Focusing on mutual promotion of two-way investment, Zhejiang will deepen the "Invest in Zhejiang" global investment promotion in terms of "bringing in", increase efforts to attract and utilize foreign investment, and strengthen the introduction of high-end events and the promotion of cultural tourism; in terms of "going out", it will improve the overseas comprehensive service system and guide the rational and orderly cross-border layout of industrial and supply chains.
Yan Xi'an, deputy director of the Zhejiang Provincial Development and Reform Commission, also mentioned that overseas investment registration management and services will be iteratively improved, guiding enterprises to optimize their overseas layout, so that enterprises can "go abroad" more compliantly; overseas interest protection and risk warning mechanisms will be improved to protect enterprises' overseas operations.
A multi-level, high-energy open platform is the core carrier of high-level opening up. It is reported that Zhejiang will promote free trade pilot zones, development zones, and comprehensive bonded zones to compete for the forefront, so that the three types of platforms can each display their strengths and work together to jointly build a high-level platform matrix for opening up to the outside world.
"Last month, the Hangzhou Comprehensive Bonded Zone's aviation front-loading cargo station was officially launched. After the operation, the air export warehousing costs of enterprises in the comprehensive bonded zone were reduced by 15%, and the transportation efficiency was improved by 50%. This is Zhejiang's first aviation front-loading cargo station." Chen Haiming, deputy director of Hangzhou Customs, said that Zhejiang will continue to promote the expansion and quality improvement of the comprehensive bonded zone around business innovation, industrial empowerment, and regional linkage.
Focusing on the expansion of hub radiation, Wang Xinping, a member of the Party Committee of the Zhejiang Provincial Department of Transportation, Secretary of the Party Committee and Director of the Provincial Port and Shipping Management Center, said that during the "15th Five-Year Plan" period, Zhejiang will focus on the coordinated efforts of sea, land and air, and the simultaneous improvement of software and hardware to accelerate the construction of a modern transportation and logistics system with smooth internal and external connections and global access.
It is reported that Zhejiang strives to have 70 international all-cargo routes by 2030, international air cargo throughput to reach 640,000 tons, and international air passengers to reach 8 million; Ningbo Zhoushan Port has more than 270 international container routes, including more than 140 national routes under the Belt and Road Initiative.
At the same time, Zhejiang is also actively adapting to the transformation of international shipping from "efficiency first" to "resilience first", actively coping with the impact of geopolitical conflicts, and accelerating the expansion of the local ocean shipping fleet.
"This year will be the first year for the normal operation of the China-Europe Arctic container route. Eight weekly voyages are planned. In addition to the Suez Canal and the Cape of Good Hope, China-Europe trade now has a third strategic maritime channel." In addition, Zhejiang will also create a first-class open environment focusing on the best services, lowest costs and highest efficiency, and strive to achieve mutual reinforcement of high-level openness and high-efficiency governance by improving the efficiency of cargo customs clearance, promoting the reform of convenient services for overseas personnel, unblocking cross-border capital flow channels, and promoting the safe and free flow of data across borders.
