In response to Lin Yueqin, a legislator of the Democratic Progressive Party, who held a press conference today (4th), accusing the Miaoli County Government of "open contracting" project procurement cases with "two teams, and the price difference is less than one thousandth." The practice of "open contract" for projects is extremely unfamiliar and ignorant; the Miao County Government emphasizes that all procurements strictly abide by the "Government Procurement Law", are open, transparent, and handled in accordance with the law. Please stop using the normal and legal administrative procedures as a political smear tool in order to gain publicity!
The Miaoli County Government pointed out that Article 48 of the "Government Procurement Law" clearly stipulates that the first public bidding can be opened as long as there are more than three qualified manufacturers bidding. The bidding announcements for road repair projects in various districts in Miaoli County are open and transparent, and all legally registered manufacturers in Taiwan are free to bid. Lin Yueqin questioned "there were exactly three bidders", and even accused the bidders of each manufacturer's bid selection after considering the capacity as "two groups", which was completely "just trying to incriminate, why bother"!

In response to Lin Yueqin's question that "the budget for the nine projects is the same as the reserve price, and the difference between the winning bids is less than one thousandth," the Miao County Government even bluntly said: "Legislator Lin, please go through the specifications of the Public Works Committee of the Executive Yuan and supplement your administrative knowledge before speaking!" The Miao County Government emphasized that the project procurement is an "open contract (unit price award)", and its characteristic is that based on the estimated number of road surface repair and improvement projects to be carried out in each district of the county, a "unified public project unit price analysis table" is used for budgeting. The budget amount of each district is formulated to measure the total amount of roads maintained in the region, and the minimum price is formulated to ensure the county's project quality, improvement efficiency, and unit price rationality. This is a long-standing standard operating procedure for opening contracts in all counties and municipalities in Taiwan.
In addition, manufacturers' bidding quotations are discounted based on the project unit price announced by Miao County Government. Under the open contract characteristics of full market competition and a fixed unit price structure, manufacturers' bidding will naturally be highly close to the reasonable base price range in the end. Lin Yueqin made a fuss about "the price is concentrated at one-thousandth", which completely exposed her complete amateurism in the mechanism of dispatching labor for local grassroots projects and calculating the unit price of open contracts!
The Miaoli County Government emphasized that the county government's government style and procurement audit team has established a strict supervision mechanism on a daily basis. Every purchase and every bid opening record is fully disclosed on the government electronic procurement website and can withstand the strictest inspection and review. Lin Yueqin keeps shouting that "legal procedures are not a gold medal for immunity from inspection", but the information presented in her press conference are all legal information downloaded from the government's public website. She cannot understand the administrative process, but in turn accuses grassroots civil servants who handle the matter in accordance with the law. This is not only a trample on the dignity of civil servants, but also a poor political operation!
