From August 19th to 20th, continuous heavy rainfall occurred in Daibu Town, Huize County, Qujing City, Yunnan Province. At 8:00 on August 20, the meteorological department issued a 12-hour heavy precipitation warning; at 8:55, the Huize County Meteorological Bureau and the County Natural Resources Bureau jointly issued a geological disaster meteorological risk warning.
As soon as the early warning was released, the Huize County Prevention Office immediately completed the early warning push and point-to-point response, and accurately conveyed the risk information to the towns to be supplemented. Dabao Town quickly deployed flood prevention and avoidance work, organized leaders of Bao Village to station in each village, carried out network inspections and inspections of all potential disaster points, and simultaneously completed the transfer and resettlement of key groups to build a solid line of defense for disaster relief.

At 16:12 on August 20, during the inspection of hidden danger points in the mountains behind the small village group of Parthen Village, the inspectors found obvious cracks in the mountain. Combined with the weather conditions of consecutive days of heavy rain, it was determined that mountain collapse and debris flow disasters may occur in this area at any time, posing a serious threat to the lives and property of the surrounding people.
After receiving the report of the danger, the town and village groups quickly carried out on-site inspections and comprehensive research and judgment at the three levels, and immediately issued emergency transfer instructions. An emergency rescue team of 60 people was quickly assembled at the town and village levels, and grid members and village cadres were coordinated to conduct house-to-house inspections, patiently carry out safety persuasion, and make every effort to organize the emergency evacuation of people in dangerous areas.
This transfer work is fully covered and leaves no dead ends. It not only covers the permanent residents of the village, but also covers 12 groups with 63 people from 18 households, 13 groups with 64 people from 17 households, and 21 households with 86 people from small village groups. Together with 2 on-site decoration construction workers and 1 excavator operator, all are included in the transfer list, ensuring that no household or person is left behind. All personnel are transferred to safe refuge areas according to preset routes.

At 16:40 on the 20th, a mountain collapsed behind the small village group of the Parthen Village Committee and formed a debris flow. The disaster affected three village groups in the village. After comprehensive on-site verification, this debris flow disaster did not cause house collapse and no casualties occurred.
During the process of dealing with dangerous situations, staff immediately delimited the warning range, set up warning signs, implemented dedicated personnel to be on duty at fixed points, and strictly prohibited people from returning to dangerous areas without authorization. They continued to carry out dynamic inspections and monitoring of the mountain, monitored the changing situation of the mountain in real time, and effectively avoided the risk of secondary disasters such as secondary debris flows.
