Jiang Yijie, a 38-year-old social worker in the Taipei City Social Affairs Bureau, was suspected of taking advantage of the opportunity to handle elderly welfare services and keep the property of the elderly under guardianship during his tenure. During his one year in office, he embezzled more than 12 million yuan from five elderly people who were declared guardianships in Wenshan District. The Social Affairs Bureau did not discover the abnormality in the accounts until Jiang resigned and handled the business handover. The Taipei District Prosecutor's Office today directed the Xinyi Branch to search and seize a large number of Chanel, Hermès and other famous brand products from his residence. He was arrested and charged with corruption and other crimes and will be handed over for retrial in the evening.

Jiang Nu has many years of experience in the field of social work. In the past, she served as the family social worker supervisor of the Children's and Children's Group of the Amity Foundation, responsible for government placement and care of children with special needs. In 2022, she accepted media interviews as a social worker supervisor. When the rape case attracted public attention in March last year, she appeared on a program to discuss child protection and adoption systems with legislators and lawyers.

In addition, Jiang Nu has also participated in the social work book "Strengths Perspectives and Social Work Practice: The Road to Recovery" and co-authored the chapter "The Practice of Strengths Perspectives Case Management in New Taipei City". She transferred to the Beijing Municipal Social Affairs Bureau in May 2025 and is responsible for the business of the Elderly Welfare Section, including arranging for the elderly to move into placement institutions, providing care services, assisting guardianship declaration cases in keeping passbooks, seals and cash, and handling property affairs on their behalf.

Declaration of guardianship means that due to mental disorder or other mental defects, the person is no longer able to express his or her own will, understand the meaning of others, or cannot recognize the effect of the expression of intention. After a court ruling, the guardian will handle legal and property affairs on his or her behalf. The five victims in this case were all elderly persons declared under guardianship in Wenshan District, and therefore required the intervention of the social welfare system to assist in property management.

The prosecutors discovered that Ms. Jiang was suspected of taking advantage of the opportunity of handling cases and keeping the elderly's passbooks and seals to withdraw money from the account one after another, and even took away cash from the case's residence; the total amount of embezzlement from the five elders exceeded 12 million yuan. The case didn't come to light until Jiang Nu resigned in June this year and was handing over the business. When the person taking over the job checked her property, she discovered anomalies in the accounts.

Beijing Prosecutor Zheng Yafanghejin directed the Xinyi Branch to search Jiang Nu's residence, seize Chanel, Hermès and other brand-name bags and a large number of boutiques, and continue to investigate the flow of money and whether there are still other elderly victims. Jiang Nu was transferred to the Beijing Municipal People's Procuratorate for re-interview at about 10 o'clock in the evening. The whole case was investigated for corruption, taking advantage of her position to defraud and other crimes.

Jiang Nu served in the Beijing Municipal Social Affairs Bureau from May 2025 to June this year, and she served for one year under the tenure of Director Yao Shuwen. Now he is not only suspected of misappropriating the property of the warded elders under his care, but the Social Affairs Bureau did not notice any abnormalities during his tenure. It was not until the handover of his resignation that he discovered that there was a shortage of property of the five elders. Whether there are loopholes in the case supervision and property management mechanism has again raised questions.
