Quick Look

Why It Matters

In Spain, the government published documents showing that Spanish intelligence warned its Moroccan counterpart of plans to storm Ceuta a day before more than 70,000 migrants crossed, and that more than 10,000 migrants were still in the enclave six weeks after the wave that resulted in the deaths of 140 people.
