過去談環境污染,多聚焦於空氣、水與海洋。然而,低軌衛星造成的「衛星光害」(Satellite Light Pollution)正成為新的環境挑戰。衛星反射陽光形成的移動光跡,已干擾部分天文觀測影像,甚至可能影響近地小行星追蹤與撞擊預警。同時,射電望遠鏡透過接收宇宙微弱無線電訊號探索黑洞與早期宇宙,大量衛星通訊傳輸也帶來新的電磁環境挑戰。

當台灣積極發展太空科技與低軌衛星產業時,不應只是供應鏈參與者,更應成為負責任的太空參與者:支持國際暗空治理倡議、鼓勵衛星低光害設計,並在太空法制中納入軌道管理、太空垃圾降軌責任與環境評估機制。
