Recently, the Central Committee of the Communist Party of China issued the "Notice on the Election of Representatives to the 21st Congress of the Party" to make comprehensive arrangements for the election of representatives to the 21st Congress. The Central Organization Department recently held a meeting to make specific arrangements for this work.
The 21st Congress of the Party is a very important congress held by our party during the critical period of basically realizing socialist modernization and marching on a new journey towards the second centenary goal. It is a major event in the political life of the party and the country. Doing a good job in electing representatives to the 21st Congress is an important foundation for a successful congress. The Party Central Committee attaches great importance to the election of deputies to the 21st Congress. General Secretary Xi Jinping presided over a meeting of the Standing Committee of the Political Bureau of the Central Committee and a special meeting of the Political Bureau of the CPC Central Committee to determine the overall requirements, goals and tasks for doing a good job in this work, and required party organizations at all levels to earnestly assume political responsibilities, conscientiously perform their duties, organize and implement meticulously, and ensure the successful completion of the election of deputies.
The Party Central Committee has determined that there will be a total of 2,360 deputies at the 21st Congress, elected by 38 electoral units across the country. To do a good job in the election of representatives to the 21st Party Congress, we must fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement Xi Jinping Thought on Party Building, take the Party Constitution as the foundation, adhere to and strengthen the party's overall leadership, especially the centralized and unified leadership of the Party Central Committee, insist on putting political standards first, strictly standard conditions, strict election procedures, and strict election discipline, so as to ensure that the elected representatives of the 21st Party Congress are of high quality, have a reasonable structure, are widely distributed, and have the support of party members.
The Party Central Committee has made it clear that representatives of the 21st National Congress should be outstanding members of the Communist Party, abide by the Party Constitution in an exemplary manner, strictly follow the standards of party members, and possess the advanced nature of Communist Party members. It is necessary to strictly control the political quality of candidates, conduct in-depth and practical inspections of political quality, strengthen the identification of party spirit, focus on the political stance, political attitude, political consciousness and political judgment, political understanding, and political execution of candidates, deeply understand the decisive significance of the "two establishments", strengthen the "four consciousnesses", strengthen the "four self-confidences", achieve "two safeguards" and other aspects of performance, and veto those who are politically unqualified. Strictly control the integrity and work style of candidates, implement various regulations on integrity control, strictly screen and verify, pay attention to understanding moral character, style and image, etc., and resolutely prevent "ill nomination" and "ill election". It is necessary to reasonably grasp the representative structure, ensure the proportion of representatives on the front line of production and work, and focus on recommending advanced model figures among workers, farmers, and professional and technical party members as representative candidates; female party members and representatives of ethnic minority party members should account for a certain proportion. There must be representatives from all aspects of economy, science and technology, national defense, politics and law, education, publicity, culture, health, sports, social management and new employment groups.
The Party Central Committee requires that the election of representatives to the 21st National Congress should be carried out in a bottom-up, top-down, repeated deliberation, and level-by-level selection process. It is necessary to carry out in-depth publicity and education, extensively mobilize grassroots party organizations and party members to actively participate in the recommendation and nomination of representatives, and select the best ones step by step based on the opinions of the majority of party organizations and party members. It is necessary to strictly organize inspections, implement differential inspections and inspection notices, and fully listen to the opinions of grassroots party organizations, party congress representatives, party members and the masses. Meeting elections must be carried out conscientiously, and deputies should be elected by differential elections, and the proportion of differential elections should be more than 15%.
The Party Central Committee emphasized that party organizations at all levels must effectively strengthen leadership, make careful arrangements, and do a solid job in the election of representatives to the 21st Congress with a high sense of political responsibility and a rigorous and meticulous work style. It is necessary to implement the requirements of perseverance in promoting comprehensive and strict governance of the party, so that the election process of representatives becomes a process of in-depth study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Party Building, a process of education on party spirit, style, discipline, party history and vivid practice of intra-party political life, and a process of promoting the establishment and practice of a correct view of political performance and motivating officials to start their own businesses. We should further enhance the party's creativity, cohesion, and combat effectiveness, mobilize the majority of party members and cadres to unite more closely around the Party Central Committee with Comrade Xi Jinping as the core, not forgetting the original intention and keeping the mission in mind, unite as one, work hard to achieve socialist modernization, and constantly create a new situation in comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization.
