从打赢脱贫攻坚战,到13个案例入选全球最佳减贫案例,数量居全国第一,王琛介绍,这得益于广西常态化帮扶政策体系持续优化完善,防止返贫致贫监测帮扶质效不断提升,“3+1”保障水平持续巩固提升,帮扶产业高质量发展迈出新步伐,常态化就业帮扶持续保持稳定,以及重点地区内生发展动力全面加强。

政策体系方面,广西对标国家部署,搭建常态化帮扶“1+N”政策体系,以纲领性文件统筹全局,配套出台监测帮扶、产业提质、稳岗就业、“3+1”保障、资金管理、土地金融等系列政策,构建全方位、全覆盖的帮扶政策框架。

与此同时,广西在产业发展和就业帮扶方面持续发力,助力民众增收。当地多维创新培育农业新质生产力、发展乡村特色产业,拓宽增收富民渠道。今年截至8月底,广西累计发放到户产业以奖代补资金23.6亿元(人民币,下同),惠及脱贫人口(含防止返贫致贫对象)90.96万人次。当地实施分类管理,对盘活类、调整类项目落实“一项目一方案”推进机制,全面提升帮扶产业项目运营质效和资产管护水平。目前,广西全区脱贫人口务工规模292.73万人;帮扶车间4257家共吸纳脱贫人口6.56万人。

2025年,广西国家重点帮扶县GDP平均增速达5.4%,高于全国、全区平均增速。

2026年,广西继续落实自治区党政领导联系包抓国家重点帮扶县机制,并给予政策、资金、土地倾斜支持;为20个国家乡村振兴重点帮扶县安排常态化帮扶资金74.71亿元;落实常态化帮扶资金6.1亿元,助力易地搬迁安置区发展壮大后续产业。

王琛表示,下一步,广西将扎实推进常态化防止返贫致贫监测帮扶,牢牢守住不发生规模性返贫致贫底线。
