The Miaoli County Government has been conducting a comprehensive review of reserved land for public facilities in urban planning since 2019. It will re-examine land that has not been expropriated or acquired for a long time, or that has no current demand for public facilities. A total of 237 sites in 18 urban planning areas in the county have been included in the overall review of the project.
Among them, 78 have completed the first phase of urban planning changes and announced that the land area has exceeded 50% of the overall review area; another 159 have entered the review process of the Urban Planning Committee of the Ministry of the Interior, including 66 that have completed the review of the Ministry of Urban Planning Committee and 93 that have completed the review of the task force. The overall review work continues to move forward.
The Miaoli County Government stated that five urban planning areas, including Toufen Interchange, Miaoli Interchange, Waipu Fishing Port, Mingde Reservoir and Zhunan Toufen, have completed the first phase of urban plan changes and announced their implementation, with a total of 78 pieces of land. Although the first phase of urban planning has been completed, The painting area accounts for 5 of the 18 areas, but in terms of land area, the land that has been changed has exceeded 50% of the overall review area, indicating that the review of public facilities reserved land has achieved concrete results, and some land that has been restricted by urban planning for a long time has been adjusted and used according to the post-change plan.
Among them, Zhunan Toufen Urban Planning Area has further promoted the first wave of cross-district urban land rezoning operations, improving public facilities and land utilization through overall development, and continuing to promote urban development.
A total of 66 pieces of land in 4 urban planning areas including Dahu, Miaoli, Sanyi and Gongguan have completed the review at the Urban Planning Committee meeting of the Ministry of the Interior. The county government is currently going through the procedures of plan revision, re-public exhibition and subsequent approval based on the review results. The county government reminds that the completion of the deliberation of the Ministry and City Committee meeting does not mean that the land has been immediately decommissioned. Follow-up legal procedures must still be completed, and the content of the urban plan that is finally released and implemented shall prevail.
A total of 93 pieces of land in 9 urban planning areas including Yuanli, Zhuolan, Tongluo, Nanzhuang, Touwu, Sanwan, Houlong, Tongxiao and Qiaoqiao have completed the review by the Ministry and City Committee task force. The county government is revising the urban plan and drawings based on the review opinions of the task force. It is expected to be submitted to the Ministry and City Committee meeting for review before the end of this year, continuing to promote the case to the next stage.
The county government stated that the review of reserved land for public facilities is not a comprehensive declassification, but a re-confirmation of whether each piece of land still needs public construction. Land that still needs public facilities such as parks, schools, parking lots, institutions, children's playgrounds, squares, etc. will still be retained; for land that is no longer necessary to be retained or that can provide public facilities through other means, changes will be discussed in accordance with legal procedures for urban planning, so that the land can gradually return to reasonable use.
The county government emphasized that since the review of reserved land for public facilities was launched in 2019, it has gradually expanded from a case-by-case review to a comprehensive review of a total of 237 lands in 18 urban planning districts. Currently, 78 have completed the first phase of changes, with more than 50% of the land area changed. Another 159 have entered the central review process, and related work is continuing to accelerate.
